PROJECT BACKGROUND
The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers several instruments including cooperative approaches under Article 6 which allows for the potential development of international carbon transactions.

The Supporting Preparedness for Article 6 Cooperation (SPAR6C) Program, funded by the International Climate Initiative (IKI) of the German government, is a five year, 20M EUR program. Its objective is to use Article 6 (A6) cooperative approaches to engage the private sector in NDC implementation and to raise ambition. This will enable cost-efficient, flexible, high integrity carbon markets with positive sustainability impacts. Transformative design of A6 pilots for real transactions of internationally transferred mitigation outcomes (ITMOs) will be enabled by research-based capacity building in four partner countries: Colombia, Pakistan, Thailand, and Zambia. The program consists of six work packages, of which two are centrally managed and four are country driven. In the first two, best practice tools and approaches to implement cooperative mechanisms will be developed, underpinned by an international forum – Community of Practice for Article 6 Implementing Countries (CoP-ASIC)- that brings together countries and practitioners, who share the common objective of raising ambition through markets. In-country implementation will focus on three areas of work in each of the four countries: 1) Long-term planning, 2) institutional readiness to transact and 3) pilot design and transactions. More than eight A6 pilot programs will be implemented in Colombia, Pakistan, Thailand, and Zambia based on a toolbox of innovative guidance and approaches for transformative A6 design. The project is implemented through a consortium led by Global Green Growth Institute (GGGI) and consisting of UNEP Copenhagen Climate Centre (UNEP-CCC), Carbon Limits AS, GFA Consulting Group (GFA), and Kommunalkredit Public Consulting GmbH (KPC). UNEP-CCC leads the technical support to Pakistan, while GFA supports the work. The Ministry of Climate Change and Environmental Coordination (MoCC&EC) is the country partner and will ensure the project is anchored politically for in-country implementation and regional outreach.

Within this context, the SPAR6C Program is supporting Colombia in developing its institutional, regulatory, and technical frameworks and capacities, as well as specific projects and programs to embark on Article 6 transactions of ITMOs during the NDC implementation period (2020–2030). To achieve this, SPAR6C is seeking the support of a Communications Senior Consultant to promote greater knowledge among key stakeholders and the public on the SPAR6C activities nationally. The Communication Consultant’s role is to develop effective communications to inform, persuade, and engage stakeholders – including businesses, national government agencies, and financial institutions, among others- on Article 6 implementation and raise awareness among academic institutions and students.

The Communication Consultant shall support the outreach and dissemination activities under two SPAR6C work packages in Colombia: 1) Work Package III – Colombia In-country Implementation and 2) Work and Package I - Community of Practice for Article 6 Implementing Countries (CoP-ASIC). The Communications Consultant is expected to work closely with the SPAR6C in-country team, to support the SPAR6C activities and maximize SPAR6C program’s benefits to the country and to be aligned with the communication strategy for the SPAR6C program and GGGI.

OBJECTIVES OF THE ASSIGNMENT
The assignment aims to develop and deliver high-quality technical communication materials that support the SPAR6C project’s activities and objectives related to carbon markets and the Community of Practice of Article 6 implementing countries (CoP-ASIC) in Colombia. This includes video/audio editing, publication design, document layout, webinars, interactive sessions, interviews, event planning –particularly for the Global Event in September 2025, and podcast production and dissemination, among others, ensuring broad outreach and visibility of project results.

SCOPE OF WORK
1. Video/Audio editing and publication design for SPAR6C-related communications deliverables and carbon markets-related deliverables in Colombia.

Create, edit, and enhance video and audio materials for SPAR6C-related communications and carbon market deliverables.
Provide editing, formatting, and content enhancement to deliver visually impactful and accessible materials.
Design professional publications, reports, and briefs aligned with the communication strategy related to SPAR6C Colombia activities (technical report production, factsheets, etc.). For selected publications, support the supervision of an external provider contracted for their production.
For flagship, high-profile, or lengthy publications, external service providers will be contracted—funded by the SPAR6C program—to support layout and design. In such cases, the Consultant will be responsible for supporting the coordination of the contracting process, supervising the quality of the work, ensuring timely revisions and approvals, and following up until the final publication is delivered and approved by all relevant parties.
Develop presentations, and other communication materials as requested by the local team.
Support the development of public communication activities for SPAR6C through talking points, speeches, photo coverage, interviews, and other communication products.
Ensure technical documents, briefs, PowerPoint presentations, and reports adhere to GGGI and SPAR6C’s visual guidelines.
Support the supervision and preproduction of animated videos related to SPAR6C and carbon markets in Colombia.

2. Support the organization of webinars, interviews, and interactive sessions to disseminate information and engage stakeholders.

Support the planning and implementation of virtual capacity-building activities for SPAR6C in Colombia.
Ensure effective outreach to participants and measurement of results.
Organize professional webinars, interviews, and stakeholder engagement sessions.
Ensure smooth execution with high-quality audio, video, and presentation materials.

3. Support in event planning and preparation for local, regional, and global SPAR6C-related events.

Design and advise on communication campaigns related to SPAR6C events, including developing and leading the implementation of communication plans in coordination with the local and global team.
Support the engagement with journalists and press to increase awareness of SPAR6C activities in Colombia.
Develop and disseminate multimedia materials through local and international sources (e.g., press releases, news articles, social media posts) in line with the SPAR6C communications and visibility plan.
Support government counterparts in communications for SPAR6C-related events, including but not limited to COP participation.
Lead all communications, outreach, PR, and promotional efforts related to Colombia’s hosting of the global CoP-ASIC event in September 2025, ensuring maximum visibility and reach at national, regional, and international levels.
Develop and maintain a communication database for SPAR6C Colombia, including press contacts, institutions, and organizations interested in Article 6 and carbon markets.
Coordinate and support local SPAR6C events, including logistics, technical setup, and branding.
Provide technical and communications support for regional and global events aligned with project objectives.

4. Production, dissemination, and strategic growth of a podcast season focused in SPAR6C.

Support the production and postproduction of the remaining episodes of a podcast season focused on carbon markets and Article 6 in Colombia. While the technical production, including script proposals, professional recording of interviews, editing, and postproduction, will be led by the external provider La No Ficción, the Consultant will be responsible for coordinating the overall process.
Ensure adherence to the production schedule, facilitate timely reviews and approvals, and serve as the main liaison between the implementing team and the service provider.
Support the dissemination strategy for the podcast, including the development of promotional materials and distribution across relevant platforms, to maximize outreach and audience engagement.
Monitor progress against established KPIs for reach and engagement, and ensure alignment with SPAR6C’s overall visibility objectives.

5. Amplify SPAR6C’s Results and Achievements in Colombia and Enhance Knowledge Among Stakeholders.

Develop materials for local stakeholders on how to participate in SPAR6C (e.g., CoP-ASIC, events, initiatives).
Create materials to highlight key project milestones for dissemination through local and social media.
Develop and execute strategies to amplify the impact of SPAR6C activities in Colombia.
Promote greater awareness among stakeholders and the public through engaging multimedia and written content.
Develop and implement a media outreach plan to secure coverage in specialized, local, and national media, ensuring visibility of SPAR6C’s achievements and initiatives.
Design and implement a social media content plan to increase engagement, visibility, and dissemination of SPAR6C activities in Colombia.
Support the development and implementation of the capacity-building support plan for stakeholders.
Support the supervision and preproduction of animated videos related to SPAR6C and carbon markets in Colombia, which will be developed by external service providers. The Consultant will be responsible for ensuring the timely delivery, quality control, and approval of the products, and will also support their dissemination across appropriate channels to maximize visibility and impact.

REPORTING REQUIREMENTS AND PAYMENT SCHEDULE
Reporting Arrangements

The Communication Consultant shall report directly to the Communications and Knowledge Sharing (COMKS) Associate and the SPAR6C Program Manager for Colombia, and work closely with the country team, consultants, and Senior Management. While the Consultant will support SPAR6C exclusively, they will do so as part of GGGI’s COMKS in Colombia, which operates as an integrated team. The Consultant will receive ongoing support on specific fronts from the Communications Associate and the broader GGGI Colombia team, ensuring alignment and collaboration across efforts. Additionally, the Consultant will coordinate closely with the global communications lead for SPAR6C, who will be based in Pakistan and responsible for driving the program’s overall visibility and communications strategy.
The Communication Consultant shall develop and agree upon a monthly work plan for their tasks with GGGI. This shall include an estimated number of workdays required for each set of activities and specific deliverables.
The Communication Consultant shall submit timesheets showing their daily use of time for the assignment (reported in days or half-days) throughout the duration of the contract. A timesheet shall accompany an invoice, and the relevant deliverables finished during the reporting period, and they shall be approved by GGGI for payment.
Where relevant, the Communication Consultant shall provide sets of raw data, communication materials, outreach impacts, and meeting notes related to the contractual objective and attach them to monthly timesheets.
All outputs must be delivered and Spanish, with selected ones also available in English.
The Communication Consultant shall consider and plan for comments and revisions on all deliverables.
Consistent and strong coordination and proactive communication is required for this assignment.
The Consultant is expected to work remotely, with a minimum of 20% in-person presence at GGGI’s office to support SPAR6C meetings and collaboration activities, including weekly and monthly meetings.
Travel costs that may be required by the project and will be covered by GGGI.

SUGGESTED METHODOLOGY
The consultant is expected to have regular interactions with the COMKS Associate and the SPAR6C Program Manager for Colombia (or their delegate) to ensure alignment with project objectives and deliverables. The consultant will be asked to report progress in relation to contractual objectives, activities, and milestones during the progress update meetings. The consultant shall communicate any proposed deviation from the consultancy responsibilities and deliverables, as well challenge or risk for timely resolution.

Before submitting each deliverable, the consultant shall share and circulate a draft version of the deliverables with Communications and the SPAR6C Program Manager for Colombia (or their delegate), allowing at least two weeks to receive comments and feedback. Submission of final deliverables must include a clean version as well as a tracked changes version (for MS Word documents) which includes clear responses to comments received.

The Consultant is expected to use their own computer, which must be capable of running professional design and video editing software efficiently. Proficiency and access to the Adobe Creative Cloud suite—particularly Illustrator, Photoshop, Premiere Pro, and After Effects—is required, as these tools are essential for developing high-quality visual and multimedia content. The Consultant is also expected to have access to standard office software (e.g., Microsoft Office or Google Workspace) and a stable internet connection to facilitate remote work and virtual collaboration. 

EXPERTISE REQUIRED
(MANDATORY) master’s degree (or equivalent combination of relevant education and experience) in public communication, public relations, marketing, journalism or another relevant field
(MANDATORY) a minimum 5 year of experience is expected in communications/journalist working experience, or equivalent combination of relevant education and experience.
(MANDATORY) Must be a Colombian citizen, or a foreigner holding a valid Work Visa.
(MANDATORY) Familiarity with local news agencies, mass media channels and social media on climate change and green development and established network with local journalists
(MANDATORY) Advanced proficiency in both written and spoken English and Spanish.
(MANDATORY) Skills in copy editing, photo-taking, visual designing, audio and video communications development, and proven ability to utilize audio-visual production software for communications products.
(MANDATORY) Expertise in using remote collaboration tools like Zoom, MS Teams, and related software, with adaptability to work across different time zones for effective coordination with the international team.
(MANDATORY) Must have a high-performance computer suitable for video editing and graphic design (e.g. Premiere Pro, Illustrator, Photoshop, etc.)
(DESIRED) Background or experience in technical / scientific reporting and/or journalism.
(DESIRED) Skills and experiences in website and database development supervision.
(DESIRED) Interest and background in climate change, climate action, social change, sustainable development, and environment
(DESIRED) Proven experience in the creation, production, and dissemination of podcasts, including content planning and audience engagement strategies.
(DESIRED) Experience working under tight deadlines and, preferably, with government stakeholders, based in government institutions.
