Description

The JuSTICE Project, funded by AFD with EUR 4 million, is a multi-year initiative led by Lao PDR’s Ministry of Justice to strengthen the rule of law. Running until June 2026, it enhances training for justice sector actors in collaboration with key institutions to improve access to justice, institutional capacity, and transparency.

The JuSTICE Project has engaged an international consultant to develop four Climate and Environmental Justice (CEJ) modules, forming the foundation for training judges, prosecutors, ministries, and lawyers. These materials will support capacity development and a Training of Trainers program in partnership with MoJ and NIJ.

We are seeking Expressions of Interest (EOIs) from a qualified consultancy service to  develop and execute a Training of Trainers (ToT) for the NIJ programme based on the CEJ core modules.

2. Scope of Work

The consultant will support the NIJ in facilitating and organising two ToT events with the NIJ based on the CEJ Modules. The consultant will carry out the following activities:

1.     Develop a practical handbook for the CEJ Modules for future training: Consolidate the four Core CEJ Modules, along with teaching notes, into a CEJ Trainers’ Handbook that future trainers can use to support training-the-trainers’ activities (12 days).

2.     ToT Facilitation: Organise and facilitate two ToT for the NIJ trainers on the CEJ Core Modules (5 days each).

3.     Reporting: Prepare a final report that details the feedback from the ToT and the CEJ Core Modules and present a set of recommendations for enhancing the curriculum (2 days). The consultant shall include in their final report an analysis of the importance and challenges related to the effective application of the modules by both the NIJ and the relevant departments of the MoJ following the organisation of the ToT sessions.

4.     Presentation of Findings: Present key findings and recommendations to the NIJ for feedback and validation (1 day)

3. Qualifications and Experience

  • Advanced degree (Master’s or equivalent) in law or a related field.
  • Strong organisational, drafting, and communication skills, with demonstrated ability to engage effectively in multicultural environments.

Education and Skills

General Professional Experience

  • At least 10 years of experience in curriculum design, educational programme assessment, and capacity building in judicial or legal training contexts.

Specific Professional Experience

  • Proven expertise in developing curriculum evaluation tools, competency-based frameworks, and engaging with stakeholders in curriculum design.
  • Experience with curriculum reform in the legal sector in Southeast Asia is desirable.

Language Requirements

  • Excellent command of English (speaking, writing, reading, and listening).
  • Proficiency in Lao would be considered an asset.

4. Terms of engagement

§  Technical assistance provided by an individual consultant;

§  The consultant is expected to conduct up to two missions to Laos in 2025 to be coordinated with the NIJ and the JuSTICE Project (possibly August and September);

§  Up to 25 working days to be provided before end of 2025 (in Laos and remotely);

§  Under the direct supervision of the JuSTICE International Technical Assistant (ITA) Team leader of the JuSTICE project and the Climate and Environmental Justice Expert.

5. Application Process

In line with AFD procurement rules a two-stage selection process will be followed.

·       An up-to-date CV highlighting relevant experience.

Shortlisted consultants will be invited, in a second phase to submit a short technical proposal (approach and methodology) and a financial proposal (all-inclusive).
