Position: Project Financial Controller (PFC) / Financial Management Specialist (Local Nationals with International Experience)
Location: DOWH HQ, Papua New Guinea

About the Project:
The assignment is part of a World Bank-funded infrastructure program supporting road rehabilitation, safety improvements, institutional reforms, and capacity building for Papua New Guinea’s Department of Works and Highways.
Key Responsibilities:
· Ensure full compliance with World Bank financial covenants and GoPNG financial, taxation, and procurement regulations.
· Manage all financial aspects of the project including budgeting, financial forecasting, trust fund management, cash flow planning, and disbursements.
· Review and certify contractors' claims for accuracy and payment authorization.
· Prepare monthly financial reports, cash flow statements, and withdrawal applications.
· Coordinate project audits with the Auditor General's Office, ensuring timely submission of audit certificates and governance feedback.
· Provide ongoing financial and legal advisory services to the Department of Works and Highways.
· Deliver capacity building and on-the-job training to DoWH financial staff in operational financial management.
Qualifications:
· Local nationals only, with proven international financial management experience.
· Certified Professional Accountant (PA) with membership in a recognized professional institution.
· Minimum of 15 years relevant experience, including work in developing countries and multilaterally funded development international projects.
