Global Green Growth Institute (GGGI), together with Environment and Coffee Forest Forum (ECFF) and International Development Enterprises (iDE) secured a project funding opportunity from Swedish International Development Cooperation Agency (SIDA) and have been implementing the Project entitled “Conservation and Sustainable Management of Forested Landscapes in Southwestern Ethiopia (CSMFL)” in South-Western Ethiopia since December 2022.

The main purpose of the project is to contribute to the sustainable management of biodiversity rich natural forests of the Southwestern Ethiopia for enhancing ecosystem services and livelihoods improvement of communities living in and around the forested landscapes in Southwest Ethiopia. (1) Improved conservation of biodiversity in the forested landscapes, (2) Improved management of forest resources for multiple functions, (3) Improved gender equality and livelihoods of the communities in and around the forested landscapes and Strengthened institutional, human and system capacity and multi-stakeholder coordinationare the four outcomes of the Project. The Project operates in two regional states, Oromia Region and SW Ethiopia Peoples’ Region. In Oromia Region, Buno Bedele zone (Bedele Zuriya and Degga woredas), Illu Ababor zone (Bure and Metu woredas) and Jimma zone (Gumay and Setema woredas) are project intervention areas and in Southwest Ethiopian Peoples Region, Kafa zone (Gimbo and Gawata woredas), Konta zone (Ameya zuria and Konta-koysha woredas) and Dawuro zone (Disa and Kechi woredas) are the project intervention areas.

Objectives of the assignment
The overall objective of this assignment is to facilitate the project implementation and provide field level technical support focusing on forest biodiversity conservation and management and climate smart agriculture related project interventions. The individual consultant collaborates primarily with project implementing partners (ECFF & iDE) as well as with government partners at different level and local communities for the success of project implementation. The role of the consultant includes assisting implementing partners in facilitating capacity-building initiatives, providing technical support on sustainable forest management, and stakeholder coordination and monitoring and reporting of project performance.

Specifically, the objective of the assignment is:

Support the Project implementation: the consultant will provide technical assistance to implementing partners on sustainable forest management, biodiversity conservation and agroforestry related activity planning, implementation and monitoring
Facilitation, together with ECFF and iDE, the engagement of multistakeholder actors in the project implementation and coordinate tasks among project implementors.
Monitoring: ensure the timely execution of the project and delivery of the project results through planning, follow-up and periodic reporting of project performances in collaboration with implementing partners

Deliverables and Payment schedule
The individual consultant will support the planning and execution of field level CSMFL SW project interventions in collaboration with implementing partners. The consultant will support and strengthen government institutions by providing training, providing technical supports in implementing sustainable forest management initiatives, forest based livelihoods activities and climate smart agriculture activities. In addition, the consultant will document and report project progress, lessons learnt, challenges and best practices.

Engagement in implementation of project:

Promote conservation and management of forested landscapes interventions with the participation of local communities, government stakeholders and implementing partners through community-based forest management groups establishment, restoration of degraded landscapes, sustainable forest resource utilization and awareness creation,
Provide technical support and strengthen implementing partners with regards to biodiversity conservation and forest management planning and implementation of CBO/PFM establishment, nursery establishment & management, local level land use plan preparation
Assist implementing partners in promoting agroforestry practices and forest-based livelihoods interventions through training, technical support and facilitating market access
Support implementing partners on the execution of climate smart agriculture activities, set up of women and youth business groups/VESA groups and
Facilitate and support the execution of project events such as workshops/ meetings, field visits and studies
Document and record women and youth engagement in the project interventions and their real representations in the CBOs
Ensure stakeholder engagement and multi-stakeholders’ coordination by supporting government led steering committee at different levels
Advise implementing partners on efficient utilization of project resources
Strengthening partnership and coordination system with regional, Zonal and Woreda level stakeholders for effective implementation of the project
Monitor and ensures project field implementation adheres to GGGI objectives, values, and principals.
Document, communicate and disseminate project progress, results, training /workshop events, best practices, and impacts
Promote and contributes to GGGI Ethiopia programs and projects.

Expected Deliverables.
The consultant is expected to deliver the following outputs

a) Work plan on capacity development to CBOs and communities on biodiversity conservation and forest governance within two weeks after signing the contract

b) Report on the capacity development to government and community on biodiversity conservation and forest governance on months three and six

c) Report on technical support to CBOs/PFM groups, VESA and women and youth business groups establishment and operations monthly

d) Report on tree nursery establishment and operations on a monthly basis

e) Facilitate, support and engage in project events: workshops/meetings and monitoring visits, studies in collaboration with project staff and partners.

f) Strengthens partnership and collaboration with concerned government and community at appropriate levels,

g) Documentation and dissemination of project results/deliveries, beneficiaries, studies, and observed changes in a different format and means such as publication, pictures, videos, spatial data, etc. on month three and six

h) Prepare and submit Monthly plans and reports and support preparation of project progress reports. 

Engagement and Methodology
The assignment will have the following engagements and approaches for project field operation and technical support:

Provide onsite technical supports and advisory services, training to government and community partners.
Conduct consultative meetings and discussions with implementing partners, concerned government bodies and communities.
Hold and engage in stakeholder workshops, meetings, and other related events.
Document findings, establish database and communicate the results.
Participatory planning, monitoring, and review process; developing periodic plans and reports
Conduct case studies and assessment on project field implementation, best practices, and changes
The consultant should consider the following guidance to undertake and deliver the assignment:

The Consultant shall submit the monthly and final reports which should reflect the outcome of all activities delivered by the consultant. The report should also give recommendations for further activities to be carried out in order to ensure long-term sustainable development of the measure.
All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
The final report must be approved by the GGGI in accordance with the TOR and deliverables. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

Reporting Arrengements
The consultant will be supervised by the CSMFL Project Lead with the support of the SL Program Lead, to ensure the timely and quality delivery of the products described in the contractual objectives. The follow-up of activities will be done taking as reference the agreed working plan and further amendments as agreed.

The consultant's work progress will be monitored primarily through periodic review meetings for planning, and biweekly meetings for prioritizing activities, changing in priorities and scope of deliverables.

The consultant must submit monthly progress reports in GGGI's standard template.

All relevant technical documents, reports and other documents prepared from the beginning to the end of the consultancy will be attached to the Final Report.

In terms of language, all reports and deliverables will be delivered in English

Expertise required
Master’s degree in forestry, NRM or related fields
At least 5 years’ experience in forestry or related fields
Proven experience in project planning, implementation and field operation in the area of participatory forest management (PFM) and Climate Smart Agriculture
Experience in facilitation, organizing and conducting stakeholder meetings and workshops
Ability to work well under pressure and have a flexible approach to tasks given
Experience in working with rural communities and extensive field work.
Experience and proven track record in participatory approaches
Excellent communication and reporting skills in English language
Knowledge and experience of the project intervention areas and the context
Ability to speak local languages
