Overview of Position
Organizational context:
Our client supports the successful implementation of its partners’ peacebuilding, humanitarian & development projects around the world. Background information: Somalia Country Office (SOCO):
Our client has been operating in Somalia since 1995. SOCO manages & coordinates a diverse portfolio across a variety of sectors, including health, rule of law, crisis recovery, security & justice. Located in Mogadishu, SOCO works with multiple partners including the governments of Somalia, bilateral & multilateral donors, UN agencies, funds & programs.
Specific context:
Somalia Urban Resilience Project II (SURP II) is a municipal governance & infrastructure development project financed by the World Bank (WB) & its partners, aimed at improving access to urban infrastructure & strengthening municipal governance in Somalia. The works involve construction of urban roads to bitumen standards, construction of bridges / drainage works & installation of streetlights, by the contractors engaged by the respective PIU.
Our client assists the PIUs in the contracts management, supervision of works implementation by the contractors as well as in other technical areas related to the project activities. The scope of their engagement is to provide technical assistance to the PIUs in the works implementation & contracts managements in the areas of design review, technical supervision, performance monitoring, quality control etc., as well as contributing to PIUs capacity building.
Role Objectives
Summary of key functions:
- The Resident Engineer will be responsible for providing technical assistance to the PIU of the assigned city in the implementation of SURP II work activities as per the design drawings, specifications & in compliance with the approved safeguard standards. Specific responsibilities include but are not limited to:
- Contract administration review, comment & recommend for approval by the government’s Project Manager (PM) the contractor’s proposed implementation schedules & programs, including periodic updates as the works proceed.
- Review & advise the PM on the adequacy of all contractor inputs, such as materials, equipment & labour provided by the contractor & his / her methods of work statements in relation to the required rate of progress.
- Assist the PM in resolving possible conflicts in the work plans & schedules of the contractor(s) before recommending them to the PM for approval.
- Assist the PM in the monitoring of the implementation schedules, proposed alternative schedules & work plans, which may be necessary to compensate for any critical lack of contractor’s performance.
- Review & advise on the contractor’s proposed detailed design changes for permanent work submitted for the PM approval.
- Check & advise the PM on the contractor’s proposals for procurement of materials & plant for incorporation into the permanent works, according to approved specifications & their appropriateness.
- Observe testing at source of construction materials & equipment to be incorporated into the permanent work & advise the PM.
- Assist in the measurement of work & certification of payments to construction contractor(s), advise in the certifying of the contractor’s claims for progress payments to the PM for processing.
- Provide an analysis of the reasons for any delays in the submission of payment requests by the contractor(s).
- Advise the PM on the contractor’s requests for variation orders & support in the preparation of the issuance of such variation orders after approval of the government.
- Advise on any difficulties & disputes that may arise during construction of the works, propose solutions to them & assist in the implementation of the solutions.
- Check & advise on as built drawings & other documentation & maintenance manuals submitted by the contractor(s).
- Check & advise the PM in certifying the completion of the works in accordance with provisions of the contracts, including certification of stage & final acceptance tests.
- If the contract is not completed within the specified timeframe & there are no amendments to the contract extending the completion date of the contract, advise the PM in determining the liquidated damages owed by the contractor to the government.
- Expected output include but are not limited to:
- Contract management plans.
- Reports on the contractor submitted work plans, design modification proposals, progress / variation claims etc.
- Keeping all project documentation available to our client.
- Contract close out report.
Project Reporting
- This role reports to the Project Manager.
Key Competencies
- Bachelor’s degree or a higher degree in civil engineering, project management, business administration or related fields is required a post graduate qualifications in areas relevant to the position requirements is desirable, a master’s degree would be an asset & may compensate for 2 of the required years of experience.
- Registration as a professional engineer with a recognized institution is required.
- Minimum of 7 years of contract management experience is required including substantial experience in urban roads construction supervision or / & construction contracts management.
- Working experience in Somalia is desirable.
- Excellent command of the English language (oral & written) is required.
