ABOUT THE PROJECT:
WEAM”- Working, Engagement, Acceptance, Mediation- is a consortium project with Oxfam, Shift, and Alef, funded by the European Union. The project aims to contribute to a people-centred recovery of Lebanon, in line with 3RF (Reform, Recovery, Reconstruction) Pillar 3 (Social Protection, Inclusion, Culture) focusing on supporting a socially cohesive environment. WEAM uses a community-based approach to address social cohesion needs through enhancing Women and Youth’s capacities to address and counter the drivers of social and political tensions within and among local communities. The project also focuses on communities having increased access to gender-responsive conflict prevention and resolution tools and methods to sustain social cohesion.

1. Purpose

Supports the Finance Manager by managing grant-specific financial transactions, ensuring accurate financial reporting and compliance, thereby contributing to the organization’s financial integrity and effective program delivery

2. Accountability & Responsibilities:

  • Manages financial transactions, ensuring accuracy and compliance with grant requirements and organizational policies. (60%)
  • Coordinates timely reconciliation of bank statements and verification of financial documents to maintain accurate financial records. (15%)
  • Assists in budget preparation, monitoring, and reporting to ensure adherence to donor and organizational guidelines. (15%)
  • Facilitates financial audit processes and maintains robust financial controls to safeguard grant funds. (5%)
  • Supports capacity building by participating in training programs and assisting finance team members. (5%)

3. Scope, Impact, and Autonomy

The Finance Coordinator works mainly within the country office, focusing on managing financial activities related to specific grants. While operating under the guidance of the Finance Manager, the incumbent is entrusted with independently verifying financial transactions, reconciling accounts, and maintaining accurate financial records. They regularly interact with project partners to ensure financial compliance. The role does not include direct supervision of staff but carries significant responsibility for ensuring the accuracy and integrity of financial data, which directly affects the organization’s compliance with donor requirements and overall program success. Complex or non-routine issues are escalated to supervisors for decision-making.

4. Leadership and Staff Management
No direct supervisory responsibilities. Collaborates closely with project staff and finance colleagues to provide advisory support. Acts as a resource for project officers and coordinators on financial processes, ensuring smooth coordination between finance and program teams.

5. Information Requirement for Decision-Making
Requires access to accurate and timely financial transaction records, bank statements, project budgets, and donor compliance guidelines. Relies on established accounting systems and procedures to analyze financial data. Decisions are based mainly on standard financial controls and guidelines, with escalation of atypical cases to the Finance Manager.

6. Innovation and Improvements
Expected to suggest incremental improvements in financial documentation processes and reporting accuracy. Contributes feedback on grant financial management workflows and supports the implementation of updated procedures. Major changes or innovations require approval from the Finance Manager or higher management.

7. Relationships & Communications
Internal: Works closely with Finance Manager, Finance Officer, Project Managers, Program Managers, and other country office staff to ensure financial compliance and support program implementation.
External: Liaises with partners, government officials (including tax authorities), banks, auditors, and consultants to maintain compliance and support financial operations.

8. Expertise (Certifications / Education, Professional Experience)

  • Education: Bachelor’s degree in accounting, Finance, or a related field (mandatory). Equivalent experience considered where appropriate.
  • Experience: Minimum 2 years of experience in accounting and grant financial management, preferably in an NGO or international organization context.
  • Technical Skills: Proficiency in accounting software, Microsoft Excel, and Word. Good understanding of accounting principles, grant compliance, and financial reporting.
  • Additional: Fluency in English and local language
