Mission
Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect by Armed Groups and De Facto Authorities (AGDAs) for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call focuses its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict, working towards the elimination of gender discrimination, protecting civilian infrastructure, and ensuring humanitarian access.

Role
The Safety & Security Officer, under the supervision of the Country Director, will support the country Management team by leading and supporting a system of safety and security in the country to promote and support the protection of the employees, related parties, and the assets of the organization. The Safety and Security Officer provides support and advice to country management and staff on security risks, GC’s Safety and Security SOPs, context analysis and evolution and AGDA engagement. In addition, the Safety & Security Officer is expected to contribute to the overall programme design, planning, and implementation of GC activities in location DRC.
Work Relations
The incumbent will report to the Country Director and the Global Head of Safety and Security while working closely with the country Operations Team. Additionally,the incumbent will liaise with international organizations, other technical experts, state authorities, and other stakeholders as may be requested in line with the job.
Duties and Responsibilities
Security Compliance and Framework Implementation
Ensure full alignment with ISO31000 and the Global Safety & Security internal framework. Regularly update and implement security policies, SOPs, and procedures to maintain compliance with global standards. Ensure security protocols account for diverse staff profiles, gender-specific risks, and operational needs.
- Ensure timely update and implementation of local safety and security management framework in alignment with ISO31000, and the Global Safety & Security internal Framework.
- Ensure security policies, training, and procedures account for diverse staff profiles, backgrounds, and gender-specific risks.
- Ensure all team members are fully aware of GC’s safety and security SOP’s and participate in teams’ awareness training.
- Partner with various internal and external stakeholders to identify shrink-reduction opportunities.
- Optimize travel and work schedules to maximize safety security for normal work, travels, events, overnight coverage, facilities support etc. Partnering with country team when necessary.
- Oversee emergency preparedness and incidence management efforts under the direction of GC’s Head of Safety and Security.
- Develop and maintain an external network of contacts to enhance the information network. (Examples include but are not limited to, law enforcement, local external security, retail partners, vendors, first responders, etc.).Ensure regular evaluations, reviews, and updates of security management plans, evacuation plans, and hibernation procedures, following the Global Security Standards.
Risk Assessment and Security Plan Reviews
Conduct regular risk assessments for offices, guesthouses, and operational sites. Evaluate, review, and update security management plans, evacuation plans, and hibernation procedures to ensure readiness. Implement structured vulnerability evaluations to identify and mitigate security gaps.
Incident and emergency Preparedness
Lead incident management and emergency preparedness efforts, ensuring contingency plans are in place. Develop national emergency preparedness plans and guide the team in real-time crisis response. Ensure incident reporting mechanisms are functional, capturing security threats and trends.
- Contribute to the development of national emergency preparedness plans.
- If necessary, support and advise the support team in the event of a humanitarian or security/safety emergency.
- Contribute to the development of operational and programmatic contingency plans for different emergency scenarios
Physical Security and Infrastructure Protection
Ensure all physical security systems (CCTV, alarms, locks, radios, perimeter security) are operational and maintained. Develop and implement security maintenance schedules and oversee necessary repairs. Conduct physical security risk assessments to ensure compliance with global security standards.
- Ensure the physical security systems and equipment are functioning and according to GC’s safety and security requirements/ standards.
- Ensure that all physical security systems and maintenance schedules are maintained and in good working condition including CCTV, alarms, radios, locks, keys, perimeter doors/gates, etc. Initiate and follow up on all repairs as necessary.
- Conduct vulnerability evaluations.
- Conduct systematic risk assessments of offices, guesthouses, and other facilities, ensuring compliance with safety and security standards.
Capacity Building and Training
Design and deliver regular security training and awareness sessions for all staff. Identify and address training gaps in security preparedness, humanitarian access, and risk mitigation. Provide coaching and mentorship to build a security-conscious culture within the organization.
- Regular Orientation to staff to act as per framework of security and safety.
- Partner with management to lead office initiatives and cross-functionality which provides an elevated/exceptional experience.
- Continuously train, coach, and provide feedback related to safety and security.
- Identify safety and security related training and capacity-building needs for country program staff.
- Provide regular training for GC staff on access, humanitarian principles and safety and security preparedness.
- Develop and maintain the network for access to information on context analysis.
- Provide regular updates to management on safety and security.
- Participate in security for events.
- Organize conveyances for venue where security measures are in place to maintain a safe, secure and successful event.
- Facilitate event reporting requirements to internal partners, prepare site security/safety plans including advance planning, security scheduling, transport conveyance planning with internal and external partners, etc. or other tasks as requested by the Country Director and HQ related team.
Requirements
Education (Essential)
- Completed degree of Higher Education in a relevant field such as management, Political/Social Science, International Humanitarian Law or Human Rights.
- Training in security management from recognized institutions is an added advantage (such as CSMP by ISMI, or CPP by ASIS).
Experience (Essential)
- At least 3 years’ work experience for an INGO in a similar role
- Understanding of local context, dynamics and access limitations especially related to gender, disability, religion, tradition, and local norms.
Experience (Desirable)
- Experience with developing and updating security framework for INGOs.
Job related Competencies
- Good report writing, communication and presentation skills.
- Highest level of integrity.
- Strong interpersonal skills including ability to work with individuals in geographically remote areas.
Languages
- Full professional proficiency in English and French, written and spoken.
- Knowledge of other local languages in the region is a plus.

- The incumbent must be willing and able to travel at short notice.
