The Role

The Skills Strengthening Manager (SSM) is responsible for managing high-quality, compliant delivery of qualifications and skill sets across assigned countries, while promoting innovation and continuous improvement in skills development. The role supports regulatory compliance and alignment of training, learning support, and student experience at Pacific Australia Skills. The SSM collaborates with local partners on joint skills development, manages capacity building and third-party arrangements, and drives business development to strengthen the skills system and ensure Pacific Australia Skills sustainability. The SSM reports to the Country Director and follows the Academic Manager's direction on ASQA and VET compliance.

Roles and Responsibilities

Training Delivery

· Provide expert advice and content knowledge to lead and support training delivery staff to prepare, deliver and assess culturally sensitive flexible programs for students ensuring effective learning whilst driving efficiencies in delivery.

· Under the guidance of the Academic Manager, ensure ASQA compliance and National regulatory requirements are adhered to.

· Provide advice and recommendations on facilities, equipment and compliant training resources to meet training package requirements.

The Student Experience

· Expand inclusive and flexible learning opportunities for disadvantaged Pacific Island students, including support through bridging programs and qualification pathways.

· Ensure a positive student experience by providing appropriate support services and managing student conduct according to policy.

Skills Strengthening

· Build strong networks with industry, business, and community stakeholders to drive skills reform and expand Australian-standard qualification delivery through partnerships.

· Ensure all training activities and partnerships comply with National Skills Regulator, ASQA, and RTO standards, including third-party arrangements.

· Provide strategic advice, mentoring, and support to partner institutions and training staff to strengthen capacity and improve training delivery.

Selection Criteria

Essential Experience and Knowledge

· Bachelor or Postgraduate in Education, Social Sciences and Certificate IV in Training and Assessment.

· Extensive experience in the Samoa TVET landscape and sector.

· Highly developed understanding of a range of industry training packages.

· Demonstrated experience in managing the development and application of a full range of teaching and assessment methodologies, customisation techniques and standards.

· Demonstrated extensive knowledge and experience of Regional and National Standards, NVR Standards and regulatory framework, ASQA requirements, third party arrangements and proven ability to manage compliance.

· Demonstrated superior written and IT skills, and demonstrated experience in preparing high-level responses, reports and presentations.

· Proven ability to manage others; providing leadership, direction and mentoring to facilitate capability development and support change in a culturally sensitive manner.
