Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth" which targets key aspects of economic performance such as poverty reduction and job creation, as well as social inclusion and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies and bankable projects that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that achieve strong growth and are less carbon intensive, more resilient to climate change, and more efficient and sustainable in the use of natural resources.

The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under Article 6 which allows signatory countries (and private sector entities authorized by these countries) to engage in international carbon transactions. The Carbon Pricing Unit (CPU) of GGGI is a global leader in Article 6 international carbon trading technical assistance, implementing several programs since 2019 related to preparing and supporting countries in trading, opening up international carbon markets. The resultant flow of transactions is envisaged to build a robust and reliable global price for carbon, something many areas of the private sector have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris.

The Carbon Transaction Facility (CTF), launched in October 2024, one of the primary mechanisms through GGGI supports its member and partner countries to achieve readiness to engage in the international carbon markets established under Article 6 of the Paris Agreement. The CTF is a collection of single and multi-donor funds that cover the full spectrum of Article 6 cooperation – from readiness to transactions of internationally transferred mitigation outcomes (ITMOs). GGGI serves as fund manager for funds, including the multi-donor “Readiness Facility,” a fund which targets four key strategic readiness outcomes: (1) Awareness raising and capacity building; (2) Article 6 governance framework development; (3) Mitigation activity (project) origination; and (4) Multi-directional knowledge exchange.

Within the Readiness Facility program, the Strategic Hub for Article 6 Readiness Exchange (SHARE) project is a 3-year flagship global initiative that will build a structured knowledge ecosystem to support GGGI members and partners in preparing for and participating in Article 6 markets. The SHARE project will work across all scales – from national to global – to enable knowledge creation, transfer, exchange, and management, anchoring the Readiness Facility’s learning agenda to improve in-country delivery and scale up of Article 6 market development globally. The project includes activities such as development of global knowledge products, capacity building, structured knowledge transfer and exchange in both in-person regional and global events as well as through webinars, and the implementation of an online knowledge hub (website) to disseminate knowledge across the globe. 

POSITION SUMMARY
Senior Associate – Carbon Transaction Facility (CTF) Operations and Governance will be responsible for managing various administrative processes related to centrally managed projects under the Readiness Facility, including procurement, invoicing, travel, events logistics, and recruitment, in line with GGGI established rules and regulations. The Senior Associate also provides governance support, including coordinating Readiness Committee meetings and managing donor communication. The position manages compliance with Facility requirements and its governance frameworks, by supporting Readiness Committee meetings, maintaining accurate records, and ensuring all activities align with GGGI policies and the Fund Rules of the Carbon Transaction Facility. This dynamic role requires a strategic thinker who excels in multitasking, detail management, and effective collaboration across multiple functions.

PURPOSE
Execute and coordinate operational processes - including procurement, recruitment, financial tracking, and event logistics- to support the smooth implementation of centrally managed projects.
Lead and manage procurement processes for goods and services required for the Readiness program, ensuring compliance with GGGI policies and procurement best practices.
Oversee financial processes for the Readiness program, including monitoring expenditures, processing invoices, and ensuring financial reports are submitted on time and in accordance with GGGI standards.
Assist in the recruitment, onboarding, and contract management of program staff and consultants, ensuring that hiring practices align with GGGI's policies and project needs.
Ensure all operational activities adhere to GGGI's established rules and regulations, while maintaining high standards of quality and efficiency.
Plan, coordinate, and manage logistics for Readiness Facility events such as workshops, conferences, and stakeholder meetings, including venue selection, catering, transportation, and technical setup to ensure smooth execution.
Coordinate travel arrangements for event participants, ensuring logistical efficiency, cost-effectiveness, and compliance with organizational travel policies.
Support the creation and management of event budgets, ensuring that expenditures align with financial plans and project objectives.
Provide administrative support for Readiness Committee meetings, including preparation of meeting agendas, materials, and minutes. Track and follow up on action items.
Maintain accurate and up-to-date records related to governance decisions, contributions, and Readiness activities for reference and reporting.

ENGAGEMENT
Work closely with the Carbon Pricing Senior Portfolio Officer and project managers to implement procurement, consultant contracting, and relevant financial and operational processes for successful project delivery.
Collaborate with the SHARE Project Manager and Readiness Facility Manager to identify and flag any issues or risks that could impact program delivery, ensuring timely mitigation.
Engage with external partners and stakeholders to effectively plan and execute program workshops, webinars, and knowledge-sharing events, ensuring stakeholder expectations are met.
Support the Readiness Facility Manager in maintaining strong relationships with fund participants, ensuring consistent communication, and meeting expectations in terms of progress updates.
Manage and optimize cross-functional processes that span internal systems, diverse stakeholder groups, and multi-layered compliance frameworks—ensuring alignment, accountability, and operational integrity across the organization

DELIVERY
Lead multi-step procurement processes for medium to high-value items for centrally managed projects within the Readiness Facility. Ensure compliance with GGGI policies and Fund Rules. Perform quality control and review of all submitted documents from users and tenderers.
Coordinate all logistics and administrative tasks for Readiness events, ensuring that all aspects of event management are in line with GGGI policies and participant requirements.
Lead the timely engagement and contracting of individual consultants, ensuring compliance with GGGI policies and procedures.
Monitor and follow up on procurement actions in the ERP system and e-GPP (Procurement Software), ensuring timely processing and documentation.
Support the input of required operational data into GGGI systems, including ERP and GGGI Online, to ensure up-to-date records and smooth operations across all functions
Plan and support successful Readiness Committee meetings, including preparing agendas, ensuring efficient communication, and tracking follow-up actions to keep the committee on track.

QUALIFICATIONS
Bachelor’s degree in International Relations, Public Administration, Business, Operations Management, or a related field; Master’s degree is highly desirable.
4–6 years of experience in operations, procurement, event logistics, donor relations, or a related field, particularly within international organizations or NGOs.
Skills:
Strong project management and organizational skills.
Expertise in procurement processes, financial tracking, and event management.
Proficiency in ERP systems, procurement software (e.g., e-GPP), and CRM tools (e.g., Salesforce).
Excellent communication skills, with the ability to manage multiple stakeholders and priorities effectively.
Strong analytical and problem-solving abilities.
Experience working with an international organization preferred.
Excellent written and spoken English.
Experience stakeholder engagement, including donors, consultants, and vendors.

WORKING CONDITIONS
The Senior Operations Associate is X7, Korean national grade level in GGGI’s salary scale. For an X7 national grade, the base salary starts from USD 58,452. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. Terms and conditions are to be reviewed in a case-by-case situation.
GGGI provides 13% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
