Monitoring, Evaluation and Learning Consultant

Afya is seeking a consultant to design and deliver a Monitoring, Evaluation and Learning (MEL) results framework with related instruments that strengthens facilitation, planning, impact documentation and outcomes improvement for Afya’s programs. About Afya

Afya’s mission is to improve global health outcomes by rescuing surplus medical supplies and delivering them to underserved and compromised health systems at home and around the world. As a nonprofit organization, Afya strengthens health systems by offering an environmentally sustainable solution to our partner’s supply challenges. After assessment, each center of care served receives customized deliveries of high quality medical and humanitarian supplies, tailored to their unique needs. Established in 2008, Afya has 30 employees and an annual operating budget of approximately 4 million. Improving our capacity for quality monitoring and evaluation was deemed a priority in our recently completed 3-year strategic plan.

Afya has four core programs: Disaster Response (immediate disaster response and recovery; medical and humanitarian supplies to regions directly impacted by natural or man-made disasters); Community Safety Net (domestic health capacity building; supplies for community based organizations & health centers), and Health System Strengthening (international health capacity building, supplies for under resourced clinics and providers) with two cross-cutting focus areas: women’s health and eldercare. Our Volunteer program engages annually 3,500 volunteers of all abilities to sort medical supplies that are then matched to recipients in the previously mentioned programs.

Responsibilities:

Design and Data-Capture Strategy (MEL plan, framework & tools):

• Understanding Afya, kick off meeting, one-on-one meetings with select staff
• Develop results frameworks, evaluation protocols, and survey instruments that cover output, outcome, and impact indicators.
• Produce clear data dictionaries, indicator reference sheets, and SOPs to standardize data capture across programs and detail frequency/timing of data capture.

Pilot test MEL framework/tools

·        Consultant will make necessary adjustments to tools after pilot

Data Analysis, Visualization, and Reporting:

• Work with program team to ensure pilot has cleaned data, basic descriptive statistics, and dashboards (Excel, Power BI, Tableau) meet stakeholder needs.
• Develop data dashboard template to be used for each program and/or across programs where applicable.

Deliverables

● Final MEL framework and tools – Delivered via document and presentation to Afya staff
