Salary: OS4 / €45,457 - €50,509

Requirements: Regular travel requirements to Goz Beida in the Sila Province and the Lake Province

Role Purpose:

The Programme Coordinator will be based primarily in N'Djamena, with regular missions to the Lake and Sila. He/she will be responsible for (1) overseeing the overall coordination of the ASSILA project in close collaboration with the Programme Manager and the national partner based in Goz Beida, who will be responsible for the day-to-day supervision of the project team (80% of the time). The coordinator will be directly responsible for the health, nutrition, protection and environment components, ensuring strong technical, programmatic and strategic coherence in their implementation. (2) Providing overall technical supervision of the HAYAT project in close collaboration with the Programme Manager based in Baga Sola, who will be responsible for the day-to-day supervision of the project team (20% of the time).

Present in Chad since 2007, Concern Worldwide implements multi-sector programmes to respond to humanitarian emergencies while strengthening the resilience of vulnerable communities. ASSILA is a 24-month integrated project funded by the Sahel Regional Fund, implemented in the Sila Province, in eastern Chad. It is an integrated project for the economic, social and ecological resilience of crisis-affected populations. The project covers the sectors of health, nutrition, WASH, livelihoods, environment and protection. It is implemented in consortium with the national NGO OHDEL, the main partner on the community resilience component.

HAYAT is a three-year project funded by ECHO in the Lake province since June 2023 and ending in June 2026. It is a project that aims to strengthen access to health and nutrition services in the Lake province in consortium with IRC, the programme lead.

Responsibilities:

Strategic and technical coordination of programme implementation

  • Ensure overall coordination and technical supervision of projects, in accordance with contractual commitments, Concern's quality standards and donor requirements.
  • Oversee the technical implementation of health, nutrition, protection and environment components, in close collaboration with technical advisors at headquarters, ensuring compliance with national protocols, humanitarian standards and good sectoral practices.
  • Ensure an integrated, inclusive and gender-responsive approach, ensuring that issues are mainstreamed across all project activities.
  • Collaborate with Programme Managers based in Goz Beida and Baga Sola to ensure the daily supervision of field teams, operational monitoring of activities, updating of timelines and resolution of operational bottlenecks.
  • Contribute to contextual analysis, regular review of activity plans and adaptation of operational strategies in line with the evolving needs of target populations and dynamics on the ground.
  • Support the planning and monitoring of behaviour change communication (SBCC) activities in relation to health, nutrition, environment and protection.

Coordination and management of the partnership with OHDEL

  • Ensure structured and proactive coordination with OHDEL, the main partner of the ASSILA project, in particular through regular technical coordination meetings, joint review of action plans and monitoring of performance indicators.
  • In collaboration with the partnership officer and the finance department, monitor the contractual, administrative and financial aspects of the grant awarded to OHDEL.
  • Support the strengthening of OHDEL's institutional and technical capacities through development plans, targeted support and the organisation of joint learning and capitalisation workshops.
  • Contribute to the implementation of Concern's localisation strategy in Chad by promoting local expertise and community dynamics.

Monitoring, learning and accountability

  • Supervise the implementation of the project monitoring and evaluation framework, in collaboration with the MEAL team, ensuring the quality, reliability and critical analysis of the data collected.
  • Facilitate project reviews (half-yearly reviews, learning workshops), follow up on recommendations from technical missions, and document good practices.
  • Ensure the operationalisation of CHS standards, particularly in terms of community communication, stakeholder engagement and feedback and complaint management.
  • Support the implementation of accountability mechanisms, in coordination with the field team and community structures.

Financial management and compliance

  • Participate in the review and monitoring of project budgets, in conjunction with the Programme Manager, the finance team and relevant partners.
  • Monitor budget consumption for the technical components under your responsibility and ensure the efficient use of resources in accordance with the budget lines provided.
  • Ensure compliance with donor contractual requirements, Concern's internal procedures and eligibility rules for expenditure.

External sectoral and technical representation

  • Represent Concern in relevant sectoral platforms at national level (health, nutrition, environment, protection) and at technical workshops, forums and working groups.
  • Ensure regular technical dialogue with state authorities, UN agencies, national and international humanitarian organisations and implementing partners.
  • Actively participate in coordination meetings with the FCDO and in forums for monitoring the humanitarian-development-peace nexus, in collaboration with the consortium's key coordination bodies and individuals.

Grant management and resource mobilisation

  • Actively contribute to the drafting of donor reports (narrative and financial), the preparation of audits and the monitoring of contractual indicators.
  • Identify, in conjunction with other departments, opportunities for developing complementary or extension projects, ensuring their strategic consistency with ASSILA.
  • Participate in the drafting of concept notes, the development of technical proposals and the integration of donor feedback for future phases of the project.

Role Holder Requirements:

Essential

  • Proven experience (minimum 4 years) in coordinating multisectoral projects in complex humanitarian contexts.
  • Strong expertise in the following sectors: health, nutrition, protection, environment.
  • Experience working with national partners.
  • Excellent inter-institutional coordination skills.
  • Proven skills in technical supervision, budget monitoring and donor reporting.
  • Fluency in French and English, both written and spoken.
  • Organisational skills, team spirit, diplomacy and ability to work under pressure.

Desirable

  • Knowledge of the context in Chad or the Sahel.
  • Experience in projects funded by ECHO and FCDO.
  • Experience in integrated programming or the humanitarian-development nexus.
  • Knowledge of localisation approaches, capacity building and community accountability.
