Job Summary:
The Resettlement Specialist will be responsible for the implementation, monitoring, and oversight of the Resettlement Action Plan (RAP) for the Chimoio Sanitation Infrastructure Project. This includes ensuring alignment with the national regulatory framework of Mozambique and the African Development Bank’s (AfDB) safeguards policies. The role requires close coordination with the project stakeholders, including local authorities, contractors, and affected communities, to ensure effective, ethical, and compliant resettlement and compensation practices.
Key Duties and Responsibilities:
- Review the existing Resettlement Action Plan (RAP) and lead the preparation of a comprehensive Resettlement Implementation Plan (RIP), aligned with GOM and AFDB policies.
- Support the Client and Project Implementation Unit (PIU) in implementing all activities related to land acquisition, livelihood restoration, compensation, and resettlement.
- Ensure proper documentation, validation, and resolution of any complaints or grievances related to land and resettlement issues.
- Liaise with stakeholders to ensure community engagement and consultation throughout the RAP implementation process.
- Supervise Contractors and other relevant parties on matters related to social safeguards and resettlement compliance.
- Monitor and report on the effectiveness and outcomes of RAP implementation.
- Coordinate with the Environmental, Health and Safety Specialist to ensure integrated environmental and social safeguards compliance.
- Ensure gender sensitivity and inclusion in all aspects of resettlement planning and execution.
- Contribute to periodic project progress reports, particularly on RAP-related progress and issues.
Key Requirements:
- Master’s degree in social sciences, Sociology, Anthropology, Urban Planning, or a related field.
- Minimum of 10 years of professional experience, with at least 7 years of specific experience in resettlement planning and implementation on donor-funded infrastructure projects.
- Demonstrated experience in sub-Saharan Africa, preferably in Mozambique.
- In-depth knowledge of national resettlement laws and AfDB safeguard policies.
- Proven track record in preparing and implementing RAPs in line with international standards.
- Strong communication, negotiation, and stakeholder engagement skills.
- Fluency in Portuguese and English (written and spoken) is mandatory.
