Role Summary

MAGENTA is seeking an exceptional Strategic Communications Advisor to lead the development of a high-level, behaviourally informed communications strategy in partnership with the government of Jordan. This work will focus on countering false, inaccurate, and misleading information (FIMI), restoring public trust, and strengthening institutional coordination around national communication efforts.

The Advisor will provide high-level technical guidance across all phases of the strategy development process—from stakeholder alignment and audience analysis to strategic design, narrative development, and implementation oversight.

This is a senior advisory role, ideal for someone with experience advising governments, leading national communications responses, and navigating politically sensitive contexts.

Key Responsibilities

1. Strategic Leadership & Advisory

·      Lead high-level engagement with NCSCM and partners to clarify the strategic vision and communications objectives.

·      Facilitate stakeholder alignment sessions to secure early buy-in and institutional ownership.

2. Insight-Driven Strategy Design

·      Guide the framing of behavioural research objectives and ensure findings feed into a robust, locally grounded communications strategy.

·      Support the integration of behavioural insights into audience segmentation, narrative design, and channel planning.

3. Strategy Co-Creation

·      Co-lead co-design workshops with MAGENTA, ASI, and NCSCM to collaboratively develop the strategy framework.

·      Lead drafting of the strategy, including:

o   Strategic and behavioural objectives

o   Narrative pillars and message frameworks

o   Communication and media channel mix

o   Implementation and M&E roadmap

4. Oversight of Implementation Streams

·      Provide expert input on intervention design, including campaign development, community engagement tools, media literacy components, and crisis communications training.

·      Serve as technical advisor during implementation, ensuring coherence and quality across workstreams.

5. Capacity Strengthening

·      Advise on the development of tailored capacity-building sessions for government stakeholders.

·      Mentor MAGENTA and partner teams on strategic communications in crisis and counter-FIMI contexts.

Required Qualifications and Experience

·      10+ years of experience in strategic communications, public affairs, crisis communication, or behavioural change campaigns

·      Proven experience leading high-level communications strategy in fragile or conflict-affected settings

·      Strong familiarity with government systems and institutional communications — experience working with the Government of Jordan and other MENA governments is essential

·      Deep understanding of mis/disinformation dynamics and behavioural responses to digital harm

·      Track record in designing and overseeing large-scale, multi-stakeholder communication initiatives

·      Experience in facilitation, co-creation, and working across government, civil society, and international partners

·      Outstanding writing, narrative framing, and messaging skills in English; Arabic proficiency is a strong asset

·      A relevant advanced degree in communications, political science, public policy, behavioural science, or related field
