Key roles and responsibilities
Assignment
In East Africa, IMPACT has country missions in Somalia, Kenya, Ethiopia, South Sudan, Sudan, Uganda and Mozambique. These missions are hosted by sister-organisation Acted, who provide operational hosting and support. These missions are also supported by an IMPACT Regional Projects and Partnerships Support Manager, based in Kampala. To support this Regional PPS Manager, IMPACT is seeking an experienced candidate with prior experience in proposal development, contracting, donor reporting, and partnerships management in a humanitarian organization.
Mission
Under the supervision of the IMPACT Research Manager (RM), the REACH Senior Field Officer (SFO) is responsible for the management and implementation of REACH assessments in Sudan.
OBJECTIVES
- Support Research Focal Points and Field Staff in accurately estimating assessment timelines and resources needed for assessment design and implementation.
- Overall design and implementation of work plans in coordination with Research focal points and field staff.
- Ensuring that assessment strategies are implemented at field level in a structured and coherent manner in line with project and strategic objectives.
- Manage and coordinate assessments on a daily basis.
FUNCTIONS
- Research design
- Support Research team for the research design of the assessments, ensuring that Research Cycles are designed and implemented according to existing guidelines and lessons learnt from previous assessments.
- Support the Research team with the development of the work plan and timeline of the assessments.
- Support the Research team with the design, contextualization and translation of data collection tools and materials (i.e., questionnaire, Kobo tool, paper forms, training material, other), providing feedback and reviews.
- Assessment Preparation and training:
- In coordination with the Research team prepare all details related to data collection (partners’ coverage tracker, field schedule, daily collection quote, logistics and administration) according to specified methodology.
- Coordinate, plan and deliver assessment team training and ensure daily reports to the research team (attendance list, challenges, etc.)
- Data Collection in the field
- Coordinate and support data collectors in the field and ensure accurate data collection as specified in the methodology.
- Plan and participate in debriefings with data collection/assessment partners as needed.
- Keep track of progress and delays of all data collection and ensure that delays or identified challenges for specific assessments are reported to the Research staff in writing and orally in a timely manner.
- Assure the quality of the data collected based on REACH quality standards. Spot-check for accuracy during data collection.
- Provide timely updates to field partners regarding data collection coverage.
- Ensure that data collection is implemented in line with the established work plan and timeline.
- Data Validation and Data cleaning
- Ensure field partners upload the forms on the Kobo platform on a daily basis.
- Download all data from the Kobo platform at the end of each data collection day.
- Question team leaders about any inaccuracies observed and review in daily team debriefs as needed.
- Perform data cleaning at the end of each assessment day.
- Ensure timely data cleaning and validation process in line with established work plan and timeline.
- Reach out to data collection partners for data queries.
- Incorporate data collection partners’ feedback in data cleaning and reporting if relevant.
5. Safety and Security
- Follow ACTED safety and security protocols and norms inside the country.
- Follow ACTED code of conduct in country.
- Communicate any security incidents immediately to the relevant senior staff.
- Ensure that data collected is removed from paper or smartphone platforms as soon as the data has been transferred to the REACH senior assessment staff.
- Ensure the privacy and security of the information collected in the field.
- Protection Mainstreaming.
- Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors, etc.).
6. Internal and external coordination
- Ensure that all team members are kept up to date on key activities, plans, and achievements, providing detailed information and update concerning coordination, technical and operational aspects of the ongoing assessments and related work plans and timelines.
- Together with the RM, ensure a good work environment and take active steps to ensure staff welfare. This will include building strong professional relationships, having good visibility of issues in teams through regular check-ins, as well as maintaining a professional, respectful, and supportive tone in the office.
- Ensure continuous communication with data collection partners, facilitating and streamlining exchanges through appropriate communication channels.

Technical Requirements
- Minimum of 3 years of experience in humanitarian or development organizations, preferably in Sudan.
- Familiarity with the humanitarian coordination system required.
- Willingness and ability to coordinate and supervise field work in a dynamic, fast-paced, and volatile environment, for extended periods of the time required.
- Bachelor’s degree in relevant discipline (social science, development) required.
- Experience using ODK for quantitative data collection.
- Experience coordinating multiple assessments with different field teams, both internal and external.
- Understanding of processes involved in conducting assessments is an asset.
- Experience conducting and supervising different type of assessments, including various methodologies (in person, remote, quantitative and qualitative), and targeting different respondents’ profiles (household-, individual-, key informant-level interviews, focus group discussions).
- Excellent analytical skills.
- Positive attitude and a willingness to learn.
- Ability to operate in a cross-cultural environment requiring flexibility.
- Good understanding of the Sudan context is required – past experience in the region is desirable.
- Former experience with a research NGO is an asset.
- Written and spoken fluency in standard Arabic and English required.
- Required documentation to legally work in Uganda is mandatory.
