Key Expert II: Project economist (Category II):

EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: "Decarbonisation of the district heating system in Saleska Valley"

Overall objective

The overall goal of the TARGET assignment is to assist the Municipality of Velenje and Sostanj in transitioning from a coal-based district heating system to an efficient and clean energy-based system and thus contribute to achieving the green transition targets of the Slovenian and EU energy policies.

 

Specific objective

The specific objective of the assignment is to support the municipalities of Velenje and Sostanj, the Velenje utility companyKPV and stakeholders (e.g., Thermal Power Plants Sostanj d.o.o - TES in their decision-making process towards decarbonisation of the district heating system by conducting situation analysis, developing decarbonisation scenarios and options, preparing multicriteria analysis (MCA) and levelized cost of heat (LCOH) calculations and providing recommendations for the further decarbonisation strategy and projects development.

 

Key experts

Key experts have a crucial role in implementing the contract. This Assignment's Terms of Reference contain the required key experts' profiles. The tenderer shall submit CVs and Statements of Exclusivity and Availability for the key experts mentioned below in their Technical Proposal.

One of the two Key Experts shall be nominated Project Manager by the Service Provider in its Technical Proposal and he/she will act as primary focal point to the EIB.

 

Key Expert II: Project economist (Category II):

Qualifications

• At least a bachelor's degree or equivalent in Finance or Economics (minimum requirement).

General professional experience

• Minimum of 10 years of relevant professional experience in the energy sector (minimum requirement).

Specific professional experience

• At least 10-year experience in financial and economic assessment of clean energy projects proven by at least 5 projects during last 5 years (minimum requirement).
• Proven experience in financial and economic assessment of district heating related investment projects by at least 3 projects (minimum requirement).
• Proven experience in multicriteria assessment (MCA) of the energy sector projects will be considered an asset.
• Proven experience in infrastructure project financing will be considered an asset.

Language and other Skills

• Fluency in written and spoken English (CEFR C1) (minimum requirement).
• Fluency in written and spoken Slovenian would be an asset.
• Computer literacy (e.g., Microsoft Word, Excel, PowerPoint and MS Teams).
