Overview of position

Under the overall supervision of the Chief of Mission, the direct supervision & guidance of the HLP Project Officer & in coordination with the Head of Sub Office. The holder of this role will be responsible for working on the implementation of Housing Land & Property (HLP) related activities, in addition following up with state coordination platforms, including the protection, CCCM, S&S, WASH & health programs & clusters, support to the state based HLP TWG (Technical Working Group) when needed.

Role objectives
  • Support in facilitating the implementation of different HLP activities, with different key stakeholders, including the government, traditional authorities, communities (host community, displaced populations & returnees), linked to due diligence, raising awareness, legal assistance & capacity building for key stakeholders & enhance accountability, predictability & effectiveness of humanitarian & development actions.

  • Support operational needs linked to HLP with other programs / units within the mission to ensure the continuity & proper implementation of activities in compliance with the do no harm principles.

  • Supporting our client in the role of coordination for the state based HLP TWG in Unity state.

  • Timely documentation & submission of reports, updating trackers on HLP related activities, challenges & successes, in addition to maintaining accurate records of land claims, property disputes in relation to shelter program interventions.

  • Support in collecting, verifying & analysing data related to housing, land tenure, property ownership & shelter conditions.

  • Maintain & update databases on HLP issues & when requested, support shelter needs assessments.

  • Conduct joint field visits to assess shelter conditions, land disputes & property claims.

  • Support in building the capacity of the HLP community engagement team & provide timely support to them when needed.

  • Support community consultations on shelter design, land access & property rights.

  • Participate in different platforms & events as needed, representing the HLP team & sharing lessons & updates with stakeholders.

  • Perform any other duties assigned by the direct supervisor or whoever s / he delegates to.

Project reporting
  • This role reports to the line manager.

Key competencies
  • University degree in law, urban planning, international policy & human rights with four years of relevant professional experience.

  • Experience in humanitarian response, awareness raising, community engagement & legal knowledge is mandatory.

  • Experience in technical drafting, reporting & capacity building approaches.

  • Excellent command of English required, including strong written & oral & computer skills, with a thorough knowledge of MS Office.

  • Fluency in English & the working local languages is required (oral & written).
