Project Overview
Overall Objective:
To design, structure, and implement a Risk Sharing and Financing Mechanism (RSFM) that will:
· De-risk Participating Financial Institutions (PFIs) to encourage them to lend to agribusinesses under the Building a Better Tomorrow (BBT) program aimed at promoting Tanzanian youth engagement in agribusiness for sustainable and improved livelihoods.
· Provide affordable finance to youth- and women-led agricultural enterprises
· Include two key instruments:
o Risk Sharing Facility (RSF) – for partial credit guarantees
o Concessional Loan Facility (CLF) – for soft loans, including a dedicated AFAWA supported blended finance window to expand access to finance for women-owned and women-led agribusinesses within the BBT project.
Scope of the Project
The Consultancy Assignment will involve the structuring and providing technical advice on the development and implementation requirements for the intended Risk Sharing and Financing Mechanism that will not only serve the Program but will have the potential to be scaled-up so as to catalyze substantial increased investment in agricultural sector in Tanzania. The scope of work will cover technical, legal, and financial aspects that will inform the suitable design options for the focus financial products, its capitalization as well as institutional and partnership arrangements.
Expert Minimum Requirements
· At-least a Degree in Finance, Insurance, Banking, Risk Management, Agricultural / Agri-business Economics, Business Administration, Information Technology or Project Management.
· Minimum 7 years of experience in related fields.
· Minimum 5 years of experience in developing innovative solutions supporting Agricultural Financing and Risk Sharing and Financing Mechanism (RSFM).
· Prior experience in Agri-fintech, Data and design Management Information Systems (MIS) for Agricultural Financing and Risk Sharing and Financing Mechanism (RSFM).
Key Skills and Experience:
· Experience working with international organizations.
· Ability to work independently and as part of a team.
· Attention to detail and strong organizational skills.
· Proficiency in English written and verbal skills.
· Efficient partner- and client-oriented working methods
