Program Background
The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.

The Role
· Update all sections of the MOP standard specification to align with current international/regional standards and integrate the climate resilience wherever possible, including emerging road technologies suitable for Timor-Leste.
· Identify and eliminate ambiguities, inconsistencies and contradictions; refine language to be technically precise and understandable by its users.
· Incorporate adaptable clauses for evolving practices
· Validate proposed revisions through a structured review process involving the technical working group collaboration and secure a formal DGEPPCC approval for adoption.

About You
· Advanced qualifications in civil engineering or a related discipline.
· 10+ years’ experience drafting and revising public works specifications (roads, bridges, drainage, etc).
· Experience in using standards such as AASHTO, ASTM and other regional standards.
· Experience integrating climate resilience and/or new technologies into public works specifications.
· Experience working in a multistakeholder environment and facilitation.
· Experience working on developing and/or reviewing standard specifications for developing countries such as Pacific countries or SIDS, adapting specifications to local capability (fit for purpose).
· Ability to be flexible, responsive to requests, motivated, and able to prioritise in a busy work environment.
· Highly developed oral and written communication skills in English, including demonstrated ability to communicate complex concepts with various stakeholders in multi-cultural settings.
· Demonstrated high-level experience in cross-cultural relationship management with various government, legal sector, bilateral, multilateral, and other stakeholders.
