Background and Objective
The main objective of this assignment is to strengthen asset management by Ministry of Infrastructure Development (MID) of the roads, bridges, culverts and wharves across Solomon Islands. This assignment will: i) aim to strengthen the way that data is collected for the transport assets managed by MID, ii) develop an improved asset database to store existing and future data (including data on climate change vulnerability), and iii) and introduce systems for analyzing the available data as the basis for (multi)annual planning. Under this assignment, the Consultant is required to carry out the following tasks. The following sections describe the specific activities to be carried out under each task.
Task A Improve procedures and equipment for asset surveys
Task B Develop an asset database and transfer existing data
Task C Introduce systems for data analysis and planning
Task D Provide technical support to MID/AMU
Experience and Qualification
1. The candidate will be responsible for coordinating all tasks and activities under this assignment and for preparing the deliverables and presenting these to MID/AMU.
2. The candidate shall have a Master’s degree or higher in civil engineering, transport economics or other relevant field.
3. The candidate shall have demonstrable experience with road asset management and maintenance planning, including extensive experience in the road sector.
4. The candidate shall have at least 10 years of experience in carrying out similar assignments, preferably including experience in small island developing states (SIDS).
5. The candidate shall be fluent in English and shall be skilled in report writing.
