Overview of position

Purpose of activity / assignment:

  • The Communities Care (CC) Consultant will play a critical role in mentoring partners, providing technical guidance & strengthening the quality & impact of CC implementation. This role will include capacity building, supervision of research activities & strengthening community based care & service delivery for GBV survivors. The consultant will work closely with implementing partners, community leaders & service providers.

Background & rationale:

  • The CC program aims to prevent Gender Based Violence (GBV) & promote safe & equitable communities by transforming harmful social norms & strengthening survivor centred response services. The program combines community engagement with community based service delivery to achieve sustainable & measurable change.

  • To support the effective implementation of CC activities, the program requires a dynamic consultant who can lead capacity building initiatives, supervise program monitoring, support research & ensure the operationalization of referral pathways while enhancing the quality of GBV response services.

Scope of work:

  • The purpose of this recruitment is to provide support to the child protection unit in line with the details of this ToR. The assignment will last for one year, starting from 10th February 2025 & ending on 31 August 2025.

Role objectives

Main duties & responsibilities are but not limited to:

Capacity building & mentorship:

  • Support the delivery of training for implementing partners & Community Discussion Leaders (CDLs) on CC components, including social norms change programming, self awareness, sexual violence & facilitation techniques. 

  • Provide mentorship & technical support to partners to enhance their understanding & application of CC objectives. 

  • Conduct regular on site visits & virtual check ins to monitor progress, identify gaps & provide tailored support.

Support & monitoring of CC activities:

  • Oversee the implementation of community dialogue sessions, public declarations, action planning & implementation ensuring alignment with CC objectives.

  • Monitor the progress of action plans developed by communities, providing feedback & support to refine strategies. 

  • On the job training & support to our clients partners staff on monitoring tools to track changes in social norms & community engagement.

Supervision of research activities:

  • Support delivering training for Enumerators on the research protocols & guidelines. 

  • Support & supervise our clients partners during administration of baseline & endline surveys to measure changes in social norms, service uptake & community perceptions.

Strengthening the community based care component:

  • Collaborate with partners to map available services, identifying gaps & areas for improvement.

  • Support the integration of localized referral pathways into CC programming to ensure survivors’ access to quality services.

  • Ensure the linkage of community dialogues to service provision through practical referral pathways.

  • Work with service providers to operationalize & strengthen localized referral pathways for GBV survivors.

  • Support in training service providers on survivor centred approaches, confidentiality & PSS.

  • Provide technical support to GBV response teams to enhance the quality & timeliness of service delivery.

Expected results are but not limited to:

  • Training reports detailing capacity building sessions for partners, CDLs & service providers.

  • Regular monitoring reports on the implementation of CC activities & community dialogues.

  • Updated localized referral pathway maps & operational tools.

  • Quarterly progress updates & recommendations for strengthening the CC program.

  • Final consultancy report summarizing achievements, challenges & lessons learned.

Project reporting
  • This role will report to the line manager.

Key competencies
  • Degree in social sciences, gender studies, public health or a related field.

  • Minimum of 2 years of experience in GBV programming, community engagement or related areas.

  • Proven experience in capacity building, mentorship & training facilitation.

  • Expertise in survivor centred approaches & GBV response services.

  • Fluency in English is required & knowledge of any local language(s) is an asset.

  • Proven experience in data collection.

  • Strong knowledge of referral systems & their operationalization in humanitarian or development contexts.

  • Excellent interpersonal & communication skills, with the ability to work effectively in diverse cultural contexts.

Team management
  • This role has no team management responsibility.
