INTRODUCTION TO GGGI

Project Background

The Global Green Growth Institute (GGGI), in partnership with the Government of Tonga and the Department of Climate Change under the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communication (MEIDECC), is leading the development of two ongoing climate projects.

Enhancing the delivery of Tonga’s Third Nationally Determined Contribution (NDC3.0): GGGI with funding from the World Resources Institute (WRI) Partnership Action Fund (PAF) will support Tonga deliver its NDC3.0 report document.

Supporting the third Tonga Strategic Development Framework (TSDFIII) and the Tonga Climate Change Fund (TCCF): Under the Low Emissions Climate Resilient Development (LECRD) project, GGGI will support the Government of Tonga with two activities: first is to draft the TSDFIII and integrate a climate finance strategy withing Tonga’s main development policy; and the second is to support the TCCF with the development of communications materials with GESI considerations (logo, website, templates etc.) to raise TCCF's corporate profile. It would also support the development of communications materials around the Operations Manual to assist potential applicants in the application.

Objectives of the Assignment

GGGI intends to hire a consultant to support the Ministry of MEIDECC’s Communication’s team with the website development and technical support for the Tonga Climate Change Fund.  

Responsibilities include but not limited to:   

a. Ensure operational efficiency and stability of the TCCF online application portal, and networks through expert maintenance, and continuous monitoring over the period of the contract.

  • Develop an online platform for applications that will link to the TCCF website
  • Maintain and update the TCCF website portal, ensuring its functionality, security, and responsiveness.
  • Conduct continuous monitoring and performance review of the TCCF portal’s components
  • Perform routine maintenance tasks on the portal’s underlying infrastructure and applications to ensure optimal performance (e.g. database index maintenance where applicable)
  • Assist in applying patches, updates, and upgrades to portal software and related systems to enhance security and functionality, following established change management procedures.
  • Identify and report issues or areas for performance improvement within the TCCF online application portal.
  • Monitor the network connectivity and accessibility of the TCCF online application portal from various access points.
  • Collaborate with the communication team under the department of climate change to troubleshoot broader network issues impacting the TCCF portal availability
  • Maintain accurate records of all monitoring configurations, maintenance activities, and system changes related to the portal’s stability.
  • Generate regular reports on portal uptime, performance metrics, and common stability issues for management review with the DCC communication team.

b. Deliver timely and effective technical support by promptly responding to service issues, expertly diagnosing and troubleshooting hardware/software faults, and guiding users to successful resolutions.

  • Act as the primary point of contact for all user-reported service issues related to the TCCF online application portal
  • Troubleshoot and resolve technical hardware/software faults related to user access or the website's server down, content, and provide timely technical solutions to customers via phone and email communication.
  • Digitizing physical application forms received from walk-in clients by uploading the information directly into the designated TCCF online portal system.
  • Provide user manual training for the DCC communication team for one year (e.g. User guide, how to download applications from the portal, form submission issues, navigation problems, document upload failures)

c. Provide front and back-end support for the portal's core functionalities, database integration, and system performance. 

  • Perform basic checks and support for the TCCF portal’s back-end processes and services that enable core functionalities (e.g. submission processing, notification delivery)
  • Assist in verifying data integrity for user submissions and portal data within the database (e.g. confirming data entry, identifying missing records, under supervision)
  • Collaborate with the DCC communication team to report and test bugs or data inconsistencies affecting the portal’s functionality.
  • Monitor the health and connectivity of the portal’s database integrations (e.g. ensuring data flows between the portal and other integrated systems)
  • Analyze portal performance metrics such as page load time, query execution time to identify areas of degradation
  • Assist in implementing performance tuning recommendations from DCC communication team or GGGI in-country manager
  • Manage and update portal configurations and settings as directed by the TCCF committee (e.g. modifying application settings, enabling/disabling features).
Deliverables and Payment Schedule

The service provider will submit a timesheet and monthly reports for approval from GGGI’s Senior Program Manager on a monthly basis.

The candidate must send a financial proposal based on the Daily Fee. The candidate shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the Independent Contractor (IC) in completing the assignment are already factored into the daily fee submitted in the proposal.

If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be made on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

Reporting Arrangements

The service provider’s work progress will be monitored primarily through periodic review meetings with GGGI’s Senior Program Manager in Tonga and the Head of Communication division under the Department of Climate Change.

In these review meetings subjects such as the following will be discussed: overview of the contractual objectives, development of activities, detailed information milestones, actual achievements made against the timeline initially set, and any other relevant progress details.

Supervision shall be provided by GGGI’s Program Manager in Tonga and Head of Communication division to ensure the timely and quality delivery of services in the contractual objective.

The monthly reports must be written in English and approved by GGGI’s Senior Program Manager in Tonga; submitted before payment is released. Submissions must be in accordance with GGGI’s formatting requirements and submitted with proof of editable file back-up (e.g. .docx, .pptx) in an external hard-disk and GGGI SharePoint system. Where relevant, the service provider shall also provide sets of raw data, research materials, and meeting notes related to the contractual objective. All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be included in the compilation of supporting documentation.

Expertise Required

The following expertise is required:

  • 5+ years relevant experience of website design and IT technical support in the national context with a master's degree, or equivalent combination of relevant education and experience.
  • Relevant education and experience in Computer Science, Information Technology, Web Development, or related technical field.
  • Must showcase a range of professional-quality web design and a strong portfolio of government, donor-funded, or public information platforms would be an advantage.
  • Proven experience designing and developing user-centered, responsive websites using open-source CMS platforms such as WordPress.
  • Excellent communication skills and ability to collaborate with a diverse team.
  • Experience conducting user training, preparing technical documentation, and providing post-deployment support.
  • Demonstrated knowledge of cybersecurity standards, WCAG 2.1 accessibility compliance, and mobile optimization best practices.
  • A technician must possess all necessary industry-standard equipment, software licenses, and resources required to successfully undertake and complete the scope of this assignment for effective collaboration and delivery of high-quality outputs.
Administrative Information

Date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.
