Context:
Advisory support to develop and deliver two weeks ToT training course in line with the best practices for adult learning for the teaching staff/lecturers of the Scientific Educational Centre of the National Security Service of Armenia. The aim of the training course is to develop the knowledge, skills, and attitudes needed to plan, deliver, and evaluate effective training sessions, so that participants can confidently transfer their expertise to others in a professional and engaging way.
Background of the activity:
The Project is implemented in Armenia to further strengthen the capacities of the national authorities to tackle cross-border organized crime and independent border management capacities. The primary national partners benefiting from its outcomes are the National Security Service of the Republic of Armenia (NSS) and its Border Guard Troops (BGT). The Project will build on the results achieved in recent years and will further advance the alignment of the border guard training/ educational system and standards with European and international best practices, enhance capacity to autonomously manage borders through enhanced secondary inspection as well as capacity to detect and counter irregular travellers, including terrorists and serious criminals through setting up Advance Passenger Information (API) and Passenger Name Record (PNR) data. The ToT training course is designed to prepare participants to become effective trainers themselves — equipping them not only with border management subject matter expertise but also with the skills to teach others.
Core Functions / Responsibilities:
- Develop the two weeks ToT training course for the teaching staff/ lecturers of the National Security Service on how to plan, deliver, and evaluate effective training sessions in line with best practices and adult learning developments and ensuring gender-sensitive approach for border management.
- Develop and submit training course materials that can include of the trainer’s input and examples, interactive presentations, case studies, videos, handouts, etc.
- Deliver ToT training course to the teaching staff/lecturers of the Scientific Educational Centre, provide support and tutoring participants while they develop assessed lessons on the border management subject.
- Conduct pre- and post- assessments to evaluate the knowledge and skills change of the trainees.
- Consult with the IOM project team on appropriate and agreed approaches to the specified tasks before their completion.
- Submit a report outlining training needs and making recommendations for the incorporation of adult learning methodology and the latest developments in border guard education in the Scientific and Educational Centre of NSS and at border checkpoints.
Category B Consultant is hired to provide the bellow deliverables, according to the proposed timeline:
DELIVERABLES
Deliverable 1:
Develop and submit training course materials that can include of the trainer’s input and examples, interactive presentations, case studies, videos, handouts, etc.
Deliverable 2:
- Deliver ToT training course to the teaching staff/lecturers of the Scientific Educational Centre, provide support and tutoring participants while they develop assessed lessons on the border management subject.
- Conduct pre- and post- assessments to evaluate the knowledge and skills change of the trainees.
Deliverable 3:
Report on outlining training needs and with recommendations for the incorporation of adult learning methodology and the latest developments in border guard education in the Scientific and Educational Centre of NSS and at border checkpoints.
Performance indicators for the evaluation of results
The Consultant Evaluation will be carried out based on the following indicators:
- Understanding of the scope of the assignment.
- Professional competence and mastery of the subject matter of the consultancy.
- Written and verbal communication skills, including report writing.
- Delivering results consistent with the agreed Terms of Reference.
- Accurately judging the amount of time and resources needed to accomplish a task.
- Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet clients’ needs.
- Upholding and demonstrating the values of IOM in the daily consultancy activities.
Required Qualifications and Experience
Education
• Completed advanced university degree in a relevant field.
Experience
• Specialization in border management.
• Other formal education as relevant for the assignment.
• At least five years of experience in a professional thematic consultancy.
• Proven experience in developing curricula and training modules.
• Proven experience in delivering ToTs.
• Proven experience with international organizations and/or government structures.
• Experience in preparing and delivering training sessions.
Languages
For this consultancy, fluency in English is required (oral and written). Knowledge of Russian will be an advantage.
