Background:

Our clients Yemen country office is supporting the rehabilitation & sustainable operation of the Aden Fishery Harbour (AFH), a strategic national facility & key infrastructure for Yemen’s fisheries sector. Located in Aden, AFH serves as a critical hub for artisanal fishing communities, playing a major role in improving local livelihoods, enabling market access & contributing to national food security.

To ensure that this rehabilitation effort adheres to international & national standards, particular attention is being placed on environmental & social safeguard compliance, including Occupational Health & Safety (OHS). This is essential given the harbour’s complex operational environment & the wide range of stakeholders engaged in its use & redevelopment.

As part of this effort, site specific Environmental & Social Management Plans (ESMPs) will be finalized in phases for the dockyard, fibreglass factory & workshop, quay wall & site works & cold store, aligned with the harbour’s rehabilitation timeline.
Objective of the assignment:

The current phase of the project focuses on restoring the harbour’s operational functionality, upgrading infrastructure & establishing effective management systems to ensure long term sustainability & improved service delivery.

Given the nature of the construction works, operational enhancements & the involvement of multiple stakeholder groups, the consistent application of environmental & social safeguards, particularly Occupational Health & Safety (OHS) standards is critical. To ensure compliance & minimize potential risks, our client is recruiting a dedicated Environmental, Occupational Health & Safety (OHS) Safeguard Consultant.

The consultant will be responsible for ensuring that all project activities at AFH are implemented in full accordance with our clients Social & Environmental Standards (SES). This includes facilitating inclusive stakeholder engagement, supporting the development & implementation of safeguard instruments such as ESMP's & Stakeholder Engagement Plans (SEPs) & ensuring that environmental & social risks are systematically identified, mitigated & monitored throughout the project lifecycle.

Ensure safeguard compliance:
Prepare & Monitor ESMPs:

Finalize ESMP's for key harbour components according to the agreed timeline namely dockyard (month 1), fiberglass factory & workshop (month 2), quay wall & site works (month 3) & cold store (month 5). All ESMPs must be informed by field assessments, stakeholder inputs & aligned with our clients SES safeguard requirements.

Each ESMP will be developed in close consultation with key stakeholders, validated through field assessments & aligned with national regulations & our clients SES. These deliverables will be linked to the consultant’s monthly outputs & payment schedule.
Conduct risk assessments:
Safe removal of asbestos & ammonia:
-
In coordination with the EPA, develop & oversee a plan for the safe identification, removal & disposal of asbestos containing materials & ammonia systems at AFH.

This includes risk assessment, engagement of certified removal contractors & strict adherence to occupational health & environmental standards.

All activities must be monitored, documented & reported to ensure full compliance & safe closure.

The consultant will report directly to the Fishery Harbour Rehabilitation & Value Chain Development Project Coordinator, in cooperation with our clients Safeguard Focal Point for technical oversight.

Monthly progress reports will include the submission of finalized ESMPs as per the agreed timeline, along with related safeguard monitoring updates.

Key competencies |
-
Master's degree or equivalent in environmental management, engineering and social sciences, or any other related fields.
-
Bachelor’s degree in a relevant field with 2 years of qualifying experience will be given due consideration in lieu of the master’s degree.
-
Advanced qualifications or professional training in safeguards, EIA, OHS, or stakeholder engagement is desired.
-
Minimum 2 years experience (with bachelor's degree) working in environmental management, engineering & social sciences or any other relevant programs / projects in the field of development, crisis prevention & recovery & / or in a humanitarian setting.

Field experience in the field of environmental & social safeguard planning & implementation for community based initiatives & projects.
-
Has experience in climate adaptation, integrated water resource management & natural resources management.
-
Excellent knowledge of safeguard legislations & procedures.
-
Excellent knowledge of potentially hazardous materials or practices.
-
Experience with writing policies & procedures for safeguards & risk management.
-
Familiarity with conducting data analysis & reporting statistics.
-
Working knowledge of safeguard management information system.
-
Has completed relevant trainings or certifications.
-
Relevant experience working with an UN agency or other humanitarian agency is desirable.
-
Experience in the area of emergency preparedness, crisis / emergency relief management, humanitarian / development environment, early recovery field coordination is an asset.

Practical experience in environmental & social safeguards & risk management procedures & guidelines.

Demonstrates knowledge & experience in the water, climate, land & natural resources management.

Demonstrated experience with monitoring & evaluation.

Demonstrates comprehensive knowledge of information technology & applies it in work assignments.

Demonstrates comprehensive understanding & knowledge of the current guidelines & project management tools & utilizes these regularly in work assignments.

Knowledge of UN system programming is desirable.

Excellent knowledge of safeguard legislations & procedures.

Knowledge of our clients program management procedures & policies, including experience with Atlas (resource management system) is an asset.

Excellent interpersonal skills & ability to establish & maintain effective partnerships in a multi cultural, multi ethnic environment & respects diversity.

Contract duration & duty station:

The consultancy will be carried out over a period of 6 months.

The consultant is expected to be based full time at Aden Fishery Harbour (AFH).

Specific tasks & timelines will be aligned with the completion of defined deliverables.

Occasional travel to adjacent project sites or our clients offices may be required, subject to prior agreement.
