About SIHA Network
The Strategic Initiative for Women in the Horn of Africa (SIHA) is a civil society coalition bringing together grassroots women’s rights organizations from Sudan, South Sudan, Somalia, Somaliland, Djibouti, Ethiopia, Eritrea, and Uganda. It was established in 1995 by a collection of women’s rights activists, with a view of strengthening the capacity of women’s rights organizations in the Horn of Africa. SIHA aims to contribute to unlocking the massive potential of women’s rights movements in the Horn of Africa, by improving the capacity of local organizations and building a strong network of grassroots civil society members that can interact and support one another in advocating for effective change. Background of the Consultancy
In South Sudan, women-led organizations are at the forefront of advancing gender equality, supporting survivors of gender-based violence, and contributing to peacebuilding and humanitarian response efforts. Despite their essential role, many of these organizations face institutional constraints, including the lack of core governance documents such as strategic plans. Strategic plans are crucial tools that enable organizations to articulate their vision, enhance internal systems, improve programmatic effectiveness, and ensure long-term sustainability.
SIHA is currently implementing "Solidarity in Action: Building More Inclusive Feminist Movements to End Violence Against Women and Girls in the Greater Horn of Africa" under the UN Women ACT (Advocacy, Coalition Building, and Transformative Feminist Action) Program to End Violence Against Women. This initiative aims to strengthen the financial institution of women-led organizations, feminist coalitions, enhance access to flexible funding, and amplify collective action to counter anti-gender backlash and advance gender justice.
Many women’s organizations struggle to grow and stay strong because they face big challenges in managing their finances. Most do not have basic governance tools like strategic plans, financial policies, or internal controls. These are important for building trust, accountability, and getting long-term funding. Without them, it’s harder for these organizations to set clear goals, plan well, implement accordingly, use their resources wisely, or meet donor requirements.
To help close these gaps, SIHA is seeking a qualified consultant to facilitate two days of financial capacity-building training to women-led organizations in South Sudan. The training is expected to strengthen their skills in operational efficiency, financial sustainability, transparency and accountability and strategic financial planning. It will also help organizations set up strong financial governance systems, so they can grow, attract more resources, and continue making a difference in their communities. We expect that the training will equip the participants with sound financial leadership skills to enable them make well-informed decisions.
The training will target 30 different women-led organizations from Central Equatoria (Juba), Western Bahr el Ghazal (Wau), Western Equatoria State (Yambio), and Eastern Equatoria State (Torit).These organizations are already engaged in impactful advocacy and service delivery, but, as identified in a capacity assessment conducted in late 2024, require targeted support to strengthen their project and financial management. This training will help lay the foundation for more coordinated, impactful, and sustainable women-led movements across South Sudan.
Objective of the Consultancy
The main objective of this consultancy is to strengthen the capacity of SIHA Members and Affiliates to acquire practical skills that can be used to enhance the effectiveness of their initiatives, and, consequently, the impact and influence of the network.
