EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: Technical Assistance for engaging assessors for Call for Proposals under IPA III Civil Society Facility and Media Programme 2024-2025 and IPA III National Action Programme 2022, EU for Improved Health and Social Protection and Gender Equality

Duration: 15months

 

Global objective

To recruit experts ('assessors') to assist the Contracting Authority in the selection of the best proposals to be received under call for proposals under the IPA III Civil Society Facility and Media Programme 2024-2025 and IPA III National Action Programme 2022, "EU for Improved Health and Social Protection and Gender Equality", to achieve a high-quality, complete, and coherent selection of projects in line with the criteria set in guidelines for applicants.

 

Expertise

The minimum requirements covered by the team of experts as a whole are detailed below:

 

Qualifications and skills required for the team:

  • All experts shall have at least master's degree academic level in the field of law, political studies, social sciences, environment, economic/financial management studies, public administration, good governance and/or any other equivalent to the areas covered under the Call for Proposals. In absence of a master degree, the experts' team should have an equivalent of at least three (3) additional years, for each expert not having the master degree, above the minimum required general professional experience for the experts' team.

General professional experience of the team:

  • The experts' team shall have a general professional experience of at least six ( 6) years of relevant working experience, covering all of the areas included in the Call for Proposals: civil society, EU accession & negotiations including sector reforms, rule of law and anti-corruption, good governance, election, gender equality and anti-discrimination, youth and disability inclusion, green agenda, socioeconomic development, media, freedom of speech and digital technologies. (see part A, page 2 for the list with areas covered)

Specific professional experience of the team:

Each member of the team shall have:

  • At least four (4) years of specific working experience in programming/project design/implementing/evaluation/monitoring under the EU external aid programmes;
  • At least six (6) evaluations of call for proposals/ grants, as evaluator and/or assessor under the EU external aid programmes;
  • At least three (3) evaluations of call for proposals/ grants, as evaluator and/ or assessor supporting civil society organisations (CSOs) under EU external aid programmes;
  • Knowledge of the EU and enlargement related matters, including advanced understanding of democratization and civil society enabling environment;
  • Previous experience with PROSPECT is considered as an asset

Language skills of the team:

  • All experts shall be fluent in English, both written and spoken.

Minimum requirements

Additional requirement only for the Team Leader:

  • Knowledge of EU grant management;
  • Knowledge and experience in evaluating Calls for Proposals acquired through participating in at least three (3) evaluations of EU funded Call for Proposals in the last 5 years;
  • Demonstrated knowledge in EU project management methodology gained as a team leader in EU funded projects would be an asset.

Additional information

One expert will act as the team leader (TL), responsible for managing the project, coordinating assessments, and ensuring quality checks of concept notes and full applications, while respecting individual assessments. The TL ensures that assessors follow guidelines, evaluation grids, and deadlines, and that their appraisals align with their scores. The TL ensures justified evaluations, free of calculation or grammatical errors, and submits assessments to the evaluation committee. TheTL provides feedback report/s and may attend briefing and debriefing meetings. Assessors (5), including the TL (1), evaluate the technical and financial aspects of concept notes and full applications independently, checking also the coherence and cost effectiveness of proposed budgets. Each concept/full application will be assessed by at least two assessors, working independently from each other, and based on the specific criteria, liaising with the TL, who communicates with the evaluation committee.
