Overview of position:
- Our client in Syria is currently developing & implementing a diverse portfolio of engineering & infrastructure projects. These range from the refurbishment of buildings for mills, silos & bakery rehabilitation, to the construction of irrigation canals, pumping stations & lifting stations, all aimed at supporting livelihood focused interventions. The implementation of these projects requires the presence of an Engineer locally to be able to follow up on the implementation & ensure effective & efficient implementation of programmatic objectives.
- The Facilitator will work in coordination with the Head of the Field Office for administrative & coordination support & will report technically to the engineering unit at the Syria Country Office (SYCO ENG).
The Works Supervisor will be responsible for the following duties:
Technical tasks:
- Daily visit to the site to control work quality & the relative progress.
- Prepare daily site diaries & weekly reports on the works progress as per our clients construction manual & engineering procedures.
- Supervision of the construction works, programming & coordination, acting as the project focal point between SYCO ENG the contractor.
- If requested by SYCO, attend & organize meetings & draft relative minutes.
- In consultation with SYCO ENG, provide guidance to contractors.
- If requested by SYCO ENG, liaise with authorities to obtain necessary authorization for the implementation of the projects & to ensure coordination of activities throughout the project duration.
- If requested by SYCO ENG, to prepare & / or review designs, drawings & construction contract documentation.
- Provide recommendations to SYCO ENG in relation to certifying payments on the project & for any additional financial obligations necessary to be entered into in order to complete the construction at the project work site.
Quality:
- Assess contractor submissions & report to SYCO ENG.
- Assurance of the quality of the works during construction, continuously inspecting the materials & construction operations with regard to workmanship & compliance with the specifications.
- If requested by SYCO ENG, to carry out independent testing in the field & / or in a laboratory in order to approve or disapprove & certify the works that conform to the contract.
- Maintenance of permanent records of results of all the tests made.
- Reporting to SYCO ENG of any defects & deficiencies & preparation of instructions for the removal & substitution of the improper works, where provided under the contract.
Health & safety:
- Ensure that the contractors abide by the internationally recognized standards of health & safety for the works, adjacent properties, all site personnel & the general public.
- Notification to SYCO ENG of any serious of breaches to health & safety rules on the project.
- Reporting of all health & safety incidents & accidents in weekly progress reports.
Project reporting:
- This role will report technically to the engineering unit at the Syria Country Office (SYCO ENG).
Key competencies:
- Advanced university degree in engineering or a first university degree in engineering with additional years of related work experience or holds or is eligible for accreditation to be “a Professional Engineer” or “Chartered Engineer” or recognized equivalent by an appropriate national or international regulatory authority.
- 3 years of relevant civil engineering experience.
- Experience working in the humanitarian community.
- Good knowledge of AutoCAD 2D & Microsoft Office package.
- Fluency in both oral & written communication in English & Arabic.
Team management:
This role has no team management responsibility.
