Key Expert 2: EU Assistance Communication and Visibility Expert/Deputy Team Leader (minimum 440 working days)

EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following EuropeAid Contract: EU in Kosovo Communication Services

Overall objective

The overall objective (Impact) to which this action contributes is:

to raise public awareness in Kosovo about the EU values its policies and programmes and their impact on citizens' daily lives, and enhance the EU's presence and visibility in the public space. It also should aim at ensuring an informed public debate on benefits and challenges of the EU enlargement process and the EU membership. The contract should do so by providing objective, clear and accessible information to Kosovo citizens and to specific target groups on the EU, its policies and assistance programmes, and assisting to the EU Office in Kosovo to conduct efficient public diplomacy and outreach activities.

 

Specific objective(s)

1. The specific objectives (Outcomes) of this contract are as follows:
2. Specific Objective 1 (Outcome 1): to inform and raise awareness among various target groups about the EU priorities, policies and values, the EU enlargement process and its impact on people's everyday life.
3. Specific Objective 2 (Outcome 2): to inform various target groups about the complementarity of EU various technical and financial cooperation instruments and their impact on citizens.
4. Specific Objective 3 (Outcome 3): to ensure that Europe Houses are properly managed and promoted as a hub for cultural, political, social and economic discussions, events and interactions between EU target groups.

Key experts have a crucial role in implementing the contract.

 

The Key Expert's profile (Annex IV) shall be submitted by the tenderer for the following key experts:

 

Key Expert 2: EU Assistance Communication and Visibility Expert/Deputy Team Leader (minimum 440 working days)

The Key Expert 2 will be responsible for delivering the outcome 2. S/he will deputise the Team leader during his/her absence. S/he will steer, coordinate and implement communication activities ensuring high visibility of EU assistance. S/he will work closely with the visibility officer and programme and project managers in the EU Office, relevant ministries and implementing partners. S/he will advise partners on the best ways to ensure EU visibility in their projects. S/he will show imagination and creativity in communicating EU assistance and EU backed reforms, while at the same time ensuring strict application of EU visibility guidelines.

 

Qualifications and skills

• Bachelor degree in any field or vocational education in any field plus four years of relevant professional experience.
• Excellent spoken and written English (at least level C1);
• Master degree in the field communication, or public relations or journalism, will be an advantage.

General professional experience

• At least 1,100 FTE of experience with communication and information campaigns or communication strategies.
• General professional experience in the fields specified under criterion 4 acquired after 01.01.2016 in and/or with the public or non-profit sector will be an advantage.

Specific professional experience

• Designing or managing communication and visibility strategies or campaigns for international organisations or international NGOs.
• Specific professional experience defined under criterion 6 acquired in at least 1 contract funded through EU External Financing Instruments will be an advantage.
