Overview of position

The Civil Engineer’s responsibilities will be evenly distributed across two primary areas of focus:

Enhancing Capacities of the Ports of Aden & Mukalla (ECaPAM):

  • The ECaPAM initiative aims to strengthen the operational capacity of the ports of Aden & Mukalla by rehabilitating damaged facilities & procuring necessary parts & equipment. This initiative contributes to the efficient & cost effective delivery of humanitarian assistance to the Yemeni population. The project focuses on improving port infrastructure, enhancing safety & sustainability & building resilience against future shocks & stresses. The Civil Engineer will play a crucial role in ensuring the technical quality & successful implementation of infrastructure interventions within this project.

Engineering operations & program support in our clients Aden sub office:

  • Our clients Aden sub office, through its engineering unit, oversees activities to support both operational & program needs. This includes managing construction & rehabilitation projects related to the Aden office, guesthouses & associated buildings, as well as providing technical support to various programs implemented by the sub office. The Civil Engineer will support the engineering unit in technical oversight, project monitoring & ensuring adherence to our clients standards. This role also involves capacity building initiatives for contractors & stakeholders to promote sustainable development practices.

Scope of work:

  • The Civil Engineer will operate within a matrix management structure, reporting to the Project Manager of the ECaPAM project & the Head of the Engineering Unit. The Civil Engineer will also work in close coordination with the Head of the Sub Office to ensure alignment with strategic objectives.

  • The Civil Engineer will work in close collaboration with the engineering unit, project staff, operations & program team to exchange information & support project delivery.

Role objectives

Provide technical support & inputs during the preparation of design documents for rehabilitation / construction interventions & ensure quality assurance:

  • Conduct initial assessments & inception visits & consultations to gather necessary data & determine the rehabilitation or construction needs.

  • Oversee comprehensive technical design plans & specifications, ensuring compliance with relevant codes & standards.

  • Analyse & prioritize interventions based on feasibility, design challenges & budgetary constraints & recommend innovative solutions.

  • Provide technical inputs & guidance throughout the design & construction process.

  • Conduct technical assessments & audits to identify potential design issues or construction risks.

  • Advise on materials selection, construction methods & quality control measures to ensure adherence to project specifications.

  • Monitor construction activities to ensure compliance with the design documents & ensure quality outcomes.

  • Conduct regular site inspections, monitoring the quality of construction, materials & workmanship.

  • Prepare technical reports, including progress updates, recommendations & any required corrective actions.

  • Collaborate with construction teams & contractors to address technical issues, provide technical guidance & ensure project success.

  • Assist in establishing a project management plan with requirements & ensuring effective & efficient management of the project.

  • Assist in designing & preparing shop drawings, analysis, calculation sheets, technical specifications, scope of work & BOQs for construction projects.

  • Assist in ensuring that necessary supporting documentation is in place prior to issuance of tender by the procurement unit.

  • Participate in the evaluation of bids & selection of the best bidder to the tender for (re)construction works & assessment of the bidder's competencies & experience against minimum qualification requirements as per the procurement solicitation requirements.

  • Assist in the analysis of measures, quantities & description of each item in the offers against the advertised Bill of Quantities (BoQs).

  • Assist in the analysis & review the offered unit rates against the cost estimate in correlation BoQ's, provided by contractors / consultant & to assess whether they are realistic evaluation process with our clients procurement procedures.

  • Contribute towards the analysis of general physical conditions of proposed sites.

  • Assist in preparation of written report about the compliance of the evaluation process with procurement procedure & recommend the most suitable bidder & provide support to procurement & legal teams for contract execution.

Review bidding documents in coordination with the relevant functional areas of our client & provides effective support throughout all stages of the project:

  • Oversee & review the technical project & tender documentation (Terms of Reference ToR), tender dossier, tender evaluation, etc.) for the implementation of specific rehabilitation / construction tasks by contractors & IPs.

  • Review & comment on design documents prepared by Project Engineers, Consultants, RPs & IPs, ensuring accuracy & compliance with project requirements.

  • Collaborate with procurement staff to identify potential bidders & ensure they are qualified, conduct prebid meetings to address bidder queries & provide clarification & negotiate contracts terms & conditions.

  • Oversee the bid submission process, ensuring compliance with our clients requirements & evaluate bids received, ensuring compliance with the bidding document & criteria.

  • Collaborate with the procurement staff to ensure that necessary supporting documentation is in place prior to issuance of tender.

  • Full compliance with UN rules, regulations, policies & strategies, implementation of the effective internal control, proper design & functioning of client oriented engineering services workflows.

  • Support in the business process mapping & establishment of internal Standard Operating Procedures (SOPs) in engineering services.

  • Support in the constant monitoring & analysis of the operating environments, timely readjustment of the operations, advice on legal considerations & risk assessment that impacts on engineering services.

  • Support in reviewing requests for new constructions & rehabilitation works, carry out assessments & preparing the follow up action plan with recommendations.

Support the supervision & monitor the progress of infrastructure interventions:

  • Conduct field visits to several potential locations requiring specific technical assistance & based on performed assessment recommends the best solution for project implementation & contracts management, to mitigate any deviation & ensure timely delivery.

  • Reviews ToR for detailed design or supervision for construction / rehabilitation of interventions where needed.

  • Support during the onsite monitoring of quality & quantities of works, costs, schedule, safety & environment issues, in full compliance with the applicable laws, bylaws, regulations, technical standards & legal requirements in the Republic of Yemen.

  • Monitor & evaluate the ongoing construction works & identify any deviations from design specifications & shop drawings, in addition, ensuring the correct implementation of the works according to technical specifications, drawings, workmanship & quality of materials.

  • Monitor the progress of works prepare status report according to contract schedules, specifications & project plan & review budget estimates based on the recommended solutions for project implementation & contracts management.

  • Assist in providing an assessment of any variation for approval of the Civil Engineer.

  • Check completed works before they are covered by the contractor, taking photos & measuring / sketching.

  • Take daily pictures & collating these in digital formats for the contract records & duly maintain an electronic library of photos of the progress of the works.

  • Ensure that health & safety measures are adopted & followed to the full extent & with no deviation & if needed instruct additional safety measures.

  • Coordinate the works & oversee the construction & supervision activities for the interventions under his / her responsibility.

  • Check & verify quantities of works done & review & approve contractor's payments.

  • Assist in the preparation of inspection for the substantial / final completion & snag list & approval of as built drawings.

  • Maintain a filing system for all site memos & instructions, measured quantities of work & materials on site, reports & other documents & correspondence related to the construction activities.

  • Collate the quality & operational documents in digital formats for the contract records & maintain an electronic library of the progress of the works.

  • Assist in the preparation of the completion event & technical site visit.

  • Attend weekly & monthly site / office meetings & take minutes of meetings to be given to the Project Coordinator, the Project Manager & the engineering unit.

  • Ensure that the daily records are kept on the site workbook, sign on the site workbook.

  • Inform the Project Coordinator, the Project Manager & engineering unit of any problem which may arise with the Contractor.

  • Carry out any other tasks related to the works and the project given by the Project Coordinator, Project Manager & the engineering unit.

Supporting engineering unit operations & program activities in our clients Aden sub office:

  • Provide technical oversight for ongoing construction & rehabilitation projects within the sub office’s portfolio.

  • Conduct site assessments & provide recommendations for infrastructure interventions.

  • Prepare technical reports, designs & BOQs for diverse infrastructure projects.

  • Manage operational projects related to the Aden office, guesthouses & associated buildings.

  • Oversee the construction interventions at the sub office, ensuring safety, quality & compliance with our clients standards.

  • Regularly assess & maintain our clients facilities, including offices & guesthouses, to ensure functionality & safety.

  • Collaborate with program teams to ensure engineering inputs are integrated into program implementation.

  • Support the preparation & review of tender documents, ensuring compliance with our clients standards.

  • Monitor project implementation to ensure adherence to design documents, safety regulations & quality standards.

  • Support the engineering unit in achieving its objectives, including administrative & operational support for ongoing initiatives.

  • Build the capacity of local contractors & stakeholders through technical guidance, training & on the job coaching.

  • Coordinate with relevant stakeholders to ensure smooth execution of engineering activities, addressing challenges & providing practical solutions.

  • Undertake any additional tasks as directed by the supervisor to support the successful implementation of projects & activities.

Facilitate knowledge building & knowledge sharing on engineering monitoring & evaluation:

  • Contribute to the dissemination & sharing of best practices & lessons learned for development planning & knowledge building, including those on gender sensitive approaches, accessibility & climate resilient infrastructures.

  • Collaborate & coordinate with government counterparts & other stakeholders on engineering issues, as well as conduct joint monitoring to strengthen cooperation & coordination.

  • Train, coach & mentor national institutions, contractors, implementing partners & other stakeholders on the designing, BoQ preparation, technical specifications, reporting formats & on the supervision / monitoring of implementation, ensuring quality control & application of international standards.

Project reporting
  • The Civil Engineer will report to the Project Manager of the ECaPAM for project specific tasks & to the Head of the Engineering Unit for tasks related to the our clients Aden sub office.

  • The Civil Engineer will also coordinate closely with the Head of the Sub Office to ensure alignment with operational & strategic objectives.

  • The role operates within a matrix management structure, requiring regular communication & coordination with all supervisors to ensure efficient task delivery & adherence to priorities.

  • Collaboration with other teams, contractors & local authorities will be essential to meet project & operational goals.

Key competencies
  • B.Sc. in civil engineering.

  • Bachelor's degree with 3 years of relevant experience or master's degree with 1 year of relevant professional experience in civil engineering / construction infrastructure, including experience managing construction contracts & supervising community infrastructure projects (as well as supervision of rehabilitation).

  • Record of participation in at least 5 assignments / projects of similar nature & degree of complexity (e.g., as Supervising Engineer, Site Engineer, Resident Engineer, Construction Engineering Consultant, Construction Contract Manager).

  • The relevant construction projects would include the construction / or complex infrastructure development projects that combine works.

  • Experience using computers & office software packages (Microsoft Office Word, Excel etc.), engineering programs (Auto CAD, Civil 3D), Arc GIS & advanced knowledge of web based management systems.

  • Knowledge of international standards for construction projects & contracts management (ISO standards, British standards, FIDIC contracts etc.) & experience from international donors funded construction projects.

  • A proven track of excellent communication skills both oral & written.

  • Proven ability to work with multi disciplinary teams & liaison with local authorities.

  • Knowledge of our clients program management & financial procedures & policies.

  • Knowledge & working experience with our client, the United Nations (UN) system & INGOs particularly with governance & recovery program.

  • Fluency in both written & spoken English & Arabic is required.
