Background information:

The second phase of the Yemen Emergency Electricity Access Project II (YEEAP II) seeks to improve access to electricity for households & provide electricity to critical service facilities in rural & peri urban areas within the Republic of Yemen. The project is financed by the World Bank (grant from IDA) & implemented by our client. To achieve the project’s objectives, our client will engage Solar Microfinance Institutions (MFIs), solar installers & suppliers, technical service providers & other stakeholders. The Project will finance distributed solar solutions to provide urgently needed access to electricity in Yemen. The project consist of three components:

  • Component 1: Electricity in rural & peri urban areas (electricity for households, electricity for critical services facilities & support to COVID-19 isolation units & vaccine cold chain)
  • Component 2: Implementation support, market development & technical assistance for power sector sustainability.
  • Component 3: Contingent Emergency Response Component (CERC).

Yemen's energy crisis, due to generation deficits, poor infrastructure, fossil fuel dependence & a collapsed financial model, has led the Ministry of Electricity & Energy (MoEE), with partners, to host the Yemen national energy conference from November 2 – 4, 2025. The conference, themed "sustainable energy for Yemen’s recovery," aims to foster dialogue, integrate global experiences & climate finance & build consensus on a comprehensive roadmap for sector reform & green recovery. Preparatory strategic intelligence & situational analysis are crucial to shaping the agenda & guiding discussions. Outputs from these consultancies will inform the electricity sector reform strategy. The YEEAP II, specifically sub component 2.3, will support comprehensive reform by deploying experts to address inefficiencies & establish a robust framework for electricity access.

Role objectives:

The consultant will be responsible for gathering, verifying & analysing all quantitative data related to Yemen's energy sector. The objective is to build the empirical foundation for the conference by quantifying the sector's technical & financial challenges & modelling the impact of proposed reforms. Tasks & responsibilities include but are not limited to:

  • Lead energy sector data acquisition from government, regulatory bodies & energy companies. Responsibilities include cleaning, validating, structuring & maintaining a robust, consistent master dataset.
  • Provide in depth analysis of energy sector KPIs, including generation capacity, system losses, tariff structures & billing efficiency, quantify performance gaps, identify inefficiencies & pinpoint bottlenecks.
  • Establish a comprehensive data baseline for Yemen's energy sector, covering supply, demand, tariffs, technical & commercial losses & utility performance.
  • Build & run energy demand & supply forecast models through 2030 under multiple recovery scenarios to inform long term planning.
  • Conduct a detailed economic & financial analysis of tariff structures, subsidies & cost recovery options to chart a path toward financial sustainability for the sector.
  • Perform cost benefit analysis & economic feasibility studies for all priority investment projects, including solar, wind, mini grids & grid upgrades.
  • Quantify the macroeconomic impacts of a functioning power sector, including its contribution to GDP growth, job creation & private sector development.
  • Provide the core economic justification for the proposed PPP / PPA frameworks & investment incentives, demonstrating their value in attracting private capital.
  • Develop financial models for pilot projects to be launched at the conference, assessing their bankability & potential for blended finance instruments.
  • Assess the economics of rural electrification & decentralized renewable energy solutions, quantifying their benefits for inclusive development.
  • Produce clear & compelling data visualizations, including charts, dashboards & detailed analytical annexes, to effectively communicate findings.
  • Ensure all analytical work is aligned with the methodologies & international standards of the World Bank & the International Finance Corporation (IFC).

Project reporting:

  • This role reports to the line manager.

Key competencies:

  • Advanced university degree at least (Master's) in economics, finance, statistics or a related quantitative field.
  • A minimum of 5 years of experience in data analysis, preferably within the energy or infrastructure sectors.
  • Strong proficiency in quantitative analysis & financial modelling is required.
  • Experience collecting & verifying data in challenging environments is highly desirable.
  • Working knowledge of cloud based office software packages (Google Suite), MS Office programs, information management & data analysis programs.
  • Fluency in English & Arabic is required.
