Background information on our clients project in Yemen:

The second phase of the Yemen Emergency Electricity Access Project II (YEEAP II) seeks to improve access to electricity for households & provide electricity to critical service facilities in rural & peri urban areas within the Republic of Yemen. The project is financed by the World Bank (WB) (grant from IDA) & implemented by our client. To achieve the project’s objectives, our client will engage solar Micro Finance Institutions (MFIs), solar installers & suppliers, technical service providers & other stakeholders. The Project will finance distributed solar solutions to provide urgently needed access to electricity in Yemen. The project consist of three components:

  • Component 1: Electricity in rural & peri urban areas (electricity for households, electricity for critical services facilities & support to COVID 19 isolation units & vaccine cold chain).
  • Component 2: Implementation support, market development & technical assistance for power sector sustainability.
  • Component 3: Contingent Emergency Response Component (CERC).

Yemen's energy crisis, due to generation deficits, poor infrastructure, fossil fuel dependence & a collapsed financial model, has led the Ministry of Electricity & Energy (MoEE), with its partners, to host the Yemen national energy conference from November 2nd – 4th, 2025. The conference, themed "sustainable energy for Yemen’s recovery" aims to foster dialogue, integrate global experiences & climate finance & build consensus on a comprehensive roadmap for sector reform & green recovery. Preparatory strategic intelligence & situational analysis are crucial to shaping the agenda & guiding discussions. Outputs from these consultancies will inform the electricity sector reform strategy. The YEEAP II, specifically subcomponent 2.3, will support comprehensive reform by deploying experts to address inefficiencies & establish a robust framework for electricity access.

Role objectives:

Ensure the strategic alignment of the white paper with Yemen’s national recovery, climate & donor frameworks, framing it as both a cohesive reform blueprint & a compelling investment prospectus. Key tasks & responsibilities include but are not limited to:

  • Ensure the white paper is strategically aligned with Yemen’s national recovery frameworks, including the recovery plan 2030 & the Sustainable Development Goals (SDGs).
  • Conduct desk review of the electricity sector related studies by the international organization / donors, governmental strategic plans, current & planned projects by the government & the international donors.
  • Act as a critical reviewer of the draft strategy & thematic papers, identifying gaps, inconsistencies & potential political blind spots. The Advisor will challenge assumptions & ensure the proposed reforms are realistic & mutually reinforcing.
  • Coordinate with country senior governmental officials related to the decision making in the energy sector at a strategic level.
  • Lead the drafting of the “energy sector reform declaration” a high level document for endorsement at the conference to signal unified political commitment.
  • Identify & map concrete opportunities to link Yemen’s energy transition to international climate finance mechanisms, including the Green Climate Fund (GCF) & GEF.
  • Benchmark proposed reforms against successful energy transitions in other fragile & post conflict states, integrating relevant lessons & best practices.
  • Frame the white paper as a strategic investment prospectus designed to attract & align capital from a diverse range of donors & private sector investors.
  • Develop strategies to harmonize the efforts & funding pipelines of multilateral partners (WB, UNDP & our client) & key bilateral donors to maximize collective impact.
  • Develop the overarching narrative & strategic messaging of the white paper, ensuring it communicates a compelling & unified vision for a sustainable energy future.
  • Advise on the strategic design of the donor & partner registration platform to effectively capture & coordinate financial pledges & project commitments.
  • Author the introduction, conclusion & strategic overview sections of the white paper, articulating the high level vision & the roadmap for implementation.
  • Brief high level government counterparts, including the Minister of Planning & International Cooperation, on the long term strategic implications of the proposed reforms.

Project reporting:

  • This role reports to the line manager.

Key competencies:

  • Advanced university degree in energy, engineering, economics or a related field.
  • A minimum of 7 years with a master's degree of professional experience in leading research teams & producing high level analytical reports in internationally funded projects.
  • Working knowledge of cloud based Microsoft (MS) Office software packages (Google Suite) & MS Project.
  • Fluency in English & Arabic is required.
