Technical Assistance to the Commission on Revenue Allocation (CRA) Project: Team Leader/ Senior Analyst for supporting County Revenue Generation

Qualifications and skills:

• Master's degree or at least equivalent professional experience of four (4) years in addition to the General professional experience in one of the following disciplines: Finance, Accounting, Business, Economics, Public Administration.

General professional experience

• A minimum of ten (10) years of working experience related to public financial management;

• At least five (5) years of demonstrated knowledge and hands-on experience with intergovernmental financial transfer processes.

• At least three (3) years of professional accounting work;

Specific professional experience

• At least three (3) years of work experience as team leader of a Technical Assistance contract;

• At least five (5) assignments supporting developing countries (as per OECD DAC List of ODA Recipients) to enhance revenue or undertake PFM reforms;

• At least three (3) years of demonstrated expertise in assessing revenue potential or supporting revenue enhancement at sub-national level.

• At least three (3) years of Experience in evaluating the cost-effectiveness of revenue collection systems, including diagnosing inefficiencies and recommending strategies to improve fiscal performance;

• At least three (3) years of work experience in Sub-Saharan countries, is an asset;

• Experience in working at least three (3) years on Kenya’s devolved system or a Country with an equivalent system of Government; is an asset;

• At least three (3) years of demonstrated experience in implementation of projects funded by international donors.
