Job Title: Lead MHPSS Consultant
Location:
Remote (must be based in one of the following countries Gaza, Egypt, Lebanon or
Turkey)
Duration: 6 months
Reports to: Regional Program Manager
Purpose of the Role:
The Lead MHPSS Consultant will be responsible for providing technical leadership and
expert guidance to strengthen INARA’s mental health and psychosocial support
(MHPSS) programming for Gazan communities in Gaza and in the diaspora. The
consultant will lead the design, contextualization, pilot, and evaluation of evidence-
based, trauma-informed MHPSS training curricula, frameworks, and systems for INARA
and its local partners.
Key Roles and Responsibilities:
Technical Leadership and Design
- Conduct a comprehensive desk review of existing MHPSS national frameworks,
policies, WHO resources (mhGAP-HIG, SH+), and local/community tools relevant
to Gaza and diaspora communities.
- Design and lead a participatory MHPSS needs assessment, including Key
Informant Interviews (KIIs), Focus Group Discussions (FGDs), and mapping of
MHPSS structures and referral pathways.
- Lead the design of a contextualized, evidence-based MHPSS training curriculum
for frontline workers, community leaders, and non-specialist facilitators.
- Integrate global best practices (WHO SH+, mhGAP-HIG) with locally adapted
content, participatory tools, and trauma-informed approaches.
Capacity Building and Facilitation
- Develop training modules, manuals, and facilitator guides for SH+, mhGAP-HIG,
and INARA’s contextualized MHPSS curriculum.
- Lead virtual and/or in-person orientation sessions, training-of-trainers (ToT)
workshops, and capacity-building sessions for local partner staff and community
facilitators.
- Organize and moderate an online/virtual leadership forum for stakeholders to
promote collaboration and co-design of solutions.
Pilot Implementation and Quality Assurance
- Oversee the structured pilot implementation of the curriculum with local partner
teams and trained facilitators.
- Develop and implement a system for clinical supervision, coaching, referral, and
quality assurance mechanisms.
- Monitor pilot activities, collect and analyze user feedback, and refine training
materials and approaches accordingly.
Monitoring, Evaluation, and Reporting
- Develop an M&E framework for the MHPSS capacity strengthening initiative,
including tools for baseline/endline assessments.
- Produce detailed progress reports and a final technical report, including
recommendations for scaling and sustainability.
- Provide technical inputs for donor updates and presentations as required.
Collaboration and Coordination
- Coordinate closely with INARA’s program teams, local partners, and other
technical experts involved (e.g., SH+ facilitators, mhGAP master trainers, clinical
supervisors).
-Represent INARA in relevant technical discussions, meetings, or forums with
stakeholders, donors, or peer organizations.
Key Deliverables:
1. Inception Report: Detailed work plan, methodology for desk review and needs
assessment, and timeline.
2. Desk Review Report: Summary of key findings from review of MHPSS
frameworks and tools.
3. Needs Assessment Report: Key findings from KIIs, FGDs, and mapping
exercises.
4. Contextualized MHPSS Curriculum: Comprehensive training package
including modules, manuals, facilitator guides, and supervision tools.
5. Leadership Forum: Organized and documented virtual forum with clear outputs
and participant feedback.
6. Pilot Implementation: Conducted pilot training sessions with trained SH+
facilitators and mhGAP trainees.
7. Monitoring Tools: Baseline/endline tools and evaluation framework for
measuring impact.
8. Final Technical Report: Comprehensive report summarizing activities,
outcomes, lessons learned, and recommendations for scaling and sustainability.
Qualifications and Skills:
Education:
- Master’s degree or higher in Psychology, Social Work, Mental Health, Public
Health, or related field.
Experience:
- Minimum 10–15 years of progressive experience in designing and delivering
MHPSS programming in humanitarian/conflict-affected settings.
- Proven expertise in developing, contextualizing, and implementing trauma-
informed, community-based MHPSS training and interventions.
- Demonstrated experience working with WHO mhGAP-HIG, Self Help Plus (SH+),
or similar global MHPSS tools.
- Experience conducting participatory assessments and research in fragile
contexts.
- Strong track record of training-of-trainers (ToT) and capacity building for non-
specialist facilitators and community leaders.
- Familiarity with the sociocultural context of Gaza and/or the Middle East is highly
desirable.
Skills:
- Excellent technical writing, curriculum development, and training facilitation skills.
- Strong monitoring, evaluation, and analytical skills.
- Demonstrated ability to work independently and collaboratively with diverse
stakeholders.
- Excellent communication and cross-cultural skills, including virtual facilitation.
- Fluency in English required; working knowledge of Arabic strongly preferred.
