Over the last decade, GGGI has consolidated its role as a trusted advisor to Mexico's federal and subnational governments, actively working with key counterparts to establish a solid foundation for green growth in the country. In recent years, GGGI has partnered with the Ministry of Finance and Public Credit (SHCP) and the Green Climate Fund (GCF), as well as with the United Kingdom through its UKPACT program, to improve the architecture of climate finance in the country and improve Mexico's access to climate resources by preparing local financial institutions, highlighting the role of development banking, to access GCF funds.
GGGI Mexico has a growing portfolio of programs managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use as well as the cross-cutting areas of climate change and socially inclusive development, all of which contribute significantly to the potential for achieving green growth in Mexico.
Following these thematic areas, GGGI Mexico has supported the Ministry of Environment and Natural Resources (SEMARNAT) via its General Directorate of Policies for Climate Action (DGPAC) and its International Affairs Coordinating Unit (UCAI) in the process of updating Mexico's Nationally Determined Contribution (NDC 3.0), contributing to the identification of enabling conditions and mitigation projects that can support the achievement of the national climate goals.
As a result of this effort, the Ministry of Energy (SENER) through its Undersecretary of Planning and Energy Transition (STPE) requested GGGI’s support in the design and development of technical elements to be provided to the General Directorate of Energy Efficiency and Sustainability (DGESE) as well as to the General Directorate of Energy Planning and Integration (DGPIE) to be included as part of the National Plan of Energy Transition and Sustainable Use of Energy (PLATEASE), one of the main energy policy guiding instruments. To contribute to these efforts, GGGI seeks technical support to collaborate with SENER in its design.
Within this context, an independent energy and climate consultant is needed to contribute to SENER and GGGI in the generation of technical inputs and support the DGESE and DGPIE in the development of PLATEASE.
The objective of the consultancy is to technically support SENER-DGESE in the development process of the Mexico’s PLATEASE by supporting participative processes, as well as generating and reviewing technical data and inputs for the main document, analysis of energy efficiency and mitigation policies and scenarios that need to be included in the new planning document to enable its efficient and impactful implementation.
This consultancy will support GGGI and SENER to ensure technical coordination, policy engagement, and deliverable quality during a critical phase of the plan’s development.
Activities
The consultancy must carry out at least the following activities for the different components:
Providing technical inputs for the energy efficiency components of the PLATEASE
Cross-cutting support to GGGI Mexico’s Mitigation and Energy Agenda
The consultant will carry out the collection and generation of information, preparation of technical inputs, figures and graphs to present the information in a clear and visually attractive way when deemed necessary, as well as the development of technical, logistical activities and all those that are required for the correct and timely implementation of public policy programs on climate change.
Deliverables
Under primarily supervision of GGGI’s Mitigation Senior Associate with dotted reporting to GGGI's Mexico Country Representative, the consultant will develop the following deliverables:
Deliverable 1. Workplan.
Develop one (1) detailed work plan that includes at least the following aspects:
Deliverable 2. Interim report on climate change mitigation activities and inputs.
A technical report summarizing the consultant’s contributions to PLATEASE development, including technical support in participatory processes, review of technical inputs, preparation of presentations and contributions to GGGI’s mitigation agenda.
Deliverable 3. Report on International Best Practices to establish mandatory energy savings scheme.
A technical report that analyses and describe international best practices and case studies to update the voluntary energy savings programme developed by CONUEE (National Commission for the Efficient Use of Energy) to be mandatory trough regulation for the high energy consumption pattern users (UPAC), since SENER has identified that a great opportunity to regulate and improve energy consumption benefits could be achieved in this range of users.
Deliverable 4. Interim report on climate change mitigation activities and inputs.
A technical report summarizing the consultant’s contributions to PLATEASE development, including technical support in participatory processes, review of technical inputs, preparation of presentations and contributions to GGGI’s mitigation agenda.
Deliverable 5. Final report.
A comprehensive report summarizing all activities carried out during the consultancy, key results achieved, lessons learned, and recommendations for continuity or scaling of the support provided, as well as results and partial results of the Mexico's PLATEASE activities.

All products (documents with their annexes and infographics, diagrams, tables, diagrams, cartography and/or other graphic aspects developed to facilitate the understanding of the technical contents) will be delivered in digital support, in open files that allow their edition.
Suggested methodology
Reporting and coordination
The development of the consultancy will be monitored and coordinated mainly through meetings related to periodic review and planning. The schedule will be defined by GGGI in coordination with SENER. Both the workplan and final report will be presented in English, all interim reports or results must be written in Spanish, in accordance with GGGI’s and SENER’s format requirements and must be sent in electronic copy, along with the details of the products associated with the deliverables.
Supervision
Under primarily supervision of GGGI’s Mitigation Senior Associate with dotted reporting to GGGI's Mexico Country Representative. The consultant must be based in Mexico City and will work at SENER's offices three days a week and two days a week under a home office scheme, prior agreement with SENER-DGESE-DGPIE. Flexibility is expected when SENER-DGESE requires further support and assistance to the Ministry’s offices.
The consultant must meet the following requirements:
