EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: “Enhancing Institutional Capacities and Data Systems for Preventing and Combating Violence Against Women and Domestic Violence”

Services Location: Moldova

Global objective

The overall objective of the mission is to ensure that women and girls in the Republic of Moldova benefit from an effective, coordinated, and rights-based response to gender-based and domestic violence, in line with EU acquis on gender equality, the Istanbul Convention and the recommendations of the Committee on the Elimination of Discrimination against Women (CEDAW).

Specific objective(s)

Specific objective of the mission is to ensure that the NAPCV and partner institutions use evidence and harmonized data to design, implement, and coordinate more effective policies and services for preventing and combating violence against women and domestic violence, in line with national priorities, EU acquis on gender equality and international standards.  

Expertise

The minimum requirements covered by the team of experts as a whole are detailed below:

  • Demonstrated expertise in prevention, protection, prosecution, and/or policy development related to violence against women and domestic violence in the Republic of Moldova or in comparable country contexts as evidenced by at least five completed assignments of that nature.
  • Strong understanding of the Moldovan social, legal, and institutional environment, particularly regarding gender equality policies, justice reforms, and inter-institutional cooperation mechanisms.
  • Solid understanding of international and European standards (Istanbul Convention, GREVIO recommendations, EU acquis on gender equality) and ability to contextualize these to Moldova.
  • Practical experience in legislative and policy analysis for governments, EU institutions, or international organizations.
  • Proven ability to conduct quantitative and qualitative data analysis on gender-based violence or related social phenomena, using official administrative and statistical sources.
  • Familiarity with information management systems in the social protection, justice, or health sectors within the Moldovan or EU context.
  • Demonstrated experience in the design and delivery of capacity-building programmes, including ToT and the development of training materials.
  • Proven ability to facilitate consultations with the government institutions, service providers and civil society.
  • Excellent analytical, writing, and communication skills in English with capacity to deliver services in Romanian (written and oral) or through high-quality interpretation. Knowledge of Russian will be considered an asset.
