MAGENTA is a leading Social and Behavioural Change (SBC) agency that specialises in understanding human decision-making processes in order to design solutions for relevant and impactful solutions to some of the most challenging problems of our time. A national-level Draw Down Intervention (DDI) is being implemented in Jordan to strengthen the country’s response to Foreign Information Manipulation and Interference (FIMI). The intervention includes five integrated workstreams focused on improving FIMI detection, monitoring, response coordination, public engagement, and regional cooperation.
To support this effort, a FIMI expert is being recruited to provide high-level advisory support on FIMI strategy development, stakeholder coordination, and regional positioning.
This role will be instrumental in ensuring that technical interventions are aligned with national priorities, politically informed, and institutionally sustainable.
RESPONSIBILITIES
1. Strategic Advisory Support
Provide high-level, politically attuned advice on national strategy and posture toward FIMI threats.
Guide the framing of FIMI as a security and stability issue, aligned with Jordan’s public trust and digital resilience objectives.
Ensure overall intervention design reflects international best practices adapted to the Jordanian and regional context.
2. Support to Inter-agency Coordination
Advise on the development of coordination protocols across relevant national entities responsible for digital security, information monitoring, and public communication.
Facilitate consensus around roles, responsibilities, and escalation triggers for responding to harmful narratives.
Contribute to drafting or refining coordination tools such as decision trees, joint messaging guidelines, or shared dashboards.
3. Political Navigation and Institutional Buy-in
Offer strategic advice on engaging senior leadership and political decision-makers to secure institutional support for proposed tools and activities.
Provide guidance on how to balance security-focused FIMI response efforts with public communication objectives and respect for civic space.
4. Regional Strategy and Partnerships
Support the design of a regional engagement approach focused on cross-border FIMI monitoring and response coordination.
Recommend criteria for selecting regional partners (e.g. shared exposure to FIMI threats, technical capacity, political willingness).
Provide advisory input on regional workshops, joint simulation exercises, and cross-border information sharing mechanisms.
Help position Jordan as a regional coordination node for FIMI response.
5. Review and Input Across Workstreams
Offer strategic review and commentary on the approach, sequencing, and scope of the five core workstreams, especially:
FIMI network mapping and takedown readiness
Deployment of AI-based monitoring and response tools
Narrative tracking and regional network overlap
Public engagement strategies to build trust and resilience
Contribute expert insights on emerging threats and evolving tactics used by FIMI actors relevant to the Jordanian and wider MENA context.
Essential Qualifications:
At least 10–15 years of relevant experience in FIMI, information warfare, disinformation, or strategic communication within government, multilateral, or national security contexts
Demonstrated expertise advising on complex cross-agency or cross-border coordination frameworks
Deep understanding of MENA geopolitical dynamics and FIMI actor behaviour (e.g. Iran, Russia, non-state networks)
Strong political judgement and ability to navigate high-level stakeholder environments
Experience developing national or regional strategies on digital harms, information security, or counter-disinformation
Fluency in English required; Arabic proficiency a strong asset
Preferred:
Familiarity with AI-based monitoring tools and social media analysis platforms
Existing network of regional or international experts in the counter-FIMI space
Experience contributing to cross-border simulation exercises or information sharing mechanisms
