Project: Technical Assistance to Support the Implementation, Monitoring and Follow-Up of the AGRINVEST Programme

The AGRINVEST Programme aims to promote the sustainable and inclusive development of Angola’s agrifood sector, enhancing food security and increasing the agriculture sector’s contribution to national economic growth and diversification. The programme supports agribusiness development, institutional coordination, and private sector engagement to strengthen agricultural value chains in strategic corridors.
The Agro-Economist will contribute to the technical implementation of the AGRINVEST Programme by leading the analytical and economic dimensions of the project. The expert will provide economic assessments, design and evaluate investment initiatives, and support institutional and private stakeholders in developing value chains and financing mechanisms that enhance agricultural competitiveness.
Master’s degree in Agribusiness, Agricultural Economics, Rural Development or a relevant field; alternatively, 10 years of professional experience in related sectors.
Additional training in entrepreneurship, agricultural marketing, value-chain development, or private-sector strengthening, or at least 5 years of equivalent professional experience.
Strong analytical and communication skills, with full computer literacy.
Fluency in Portuguese and English (minimum C1), both oral and written.
Minimum 8 years of experience in agricultural financing and development of agri-SMEs.
At least 5 years of experience in value-chain development and entrepreneurship promotion in the agricultural sector, including capacity building for farmers’ organisations, NGOs, or private actors.
Experience with EU procedures and financing instruments is an advantage.
Minimum 4–5 years of experience as an Agro-Economist or equivalent expert role in donor-funded technical assistance or investment programmes.
Proven experience in agricultural value-chain analysis, market assessments, or agribusiness investment studies.
Experience conducting cost-benefit analyses, feasibility studies, or financial/economic modelling for rural or agricultural projects.
Demonstrated experience in designing or implementing programmes supporting private investment in agriculture, including PPPs or blended finance.
Familiarity with M&E frameworks, policy dialogue, and economic development in the agricultural context.
Knowledge of EU Project Cycle Management (PCM) and Results-Based Management (RBM) is a strong advantage.
