Global objective

The overall objective of this contract is to support the work of the EU Delegation to Honduras in enhancing the capacity of CSOs working in the country to act as actors of development and in their role as watchdogs and contributors to the GGIA's 360-degree approach.

Specific objective(s)

• To ensure that structured dialogue on GGIA implementation in Honduras includes the participation of civil society and leaves no one behind.
• To ensure that the 2026 EU call for proposals for civil society is aligned with the current needs of Honduran CSOs and complements ongoing EU and EU Member State actions, contributing to the GGIA's 360-degree approach.

Expertise

Required Outputs

• A civil society consultation event on the priorities to be taken in the 2026 EU Call for Proposals for civil society.
• A report summarising the key inputs provided by civil society in the consultation and a proposal by the expert of the present specific contract of 2-3 key priorities to be taken in the 2026 EU Call for Proposals for civil society.
• A concept note and methodological proposal for a structured dialogue mechanism on GGIA in Honduras with civil society. The document should propose objectives, scope, governance structure, necessary logistics, frequency, inclusiveness criteria (including gender and diversity considerations) and coordination arrangements with relevant national actors and EU Member States, ensuring consistency with the 360- degree approach of GGIA. The methodological proposal should outline how to structure dialogues on GGIA implementation with civil society. The proposal should take into account existing coordination platforms, in particular within the framework of the CSO Roadmap.
