Position: Supply chain officer

Job Location: Jordan, Amman

Reporting to: Country representative.

Working area: Amman office

Purpose of Assignment

The Supply chain officer is responsible for the efficient coordination and management of all procurement and logistics functions for SAMS Jordan office in Amman as well as SAMS’ Facilities. The position will also be responsible for the logistics functions including but not limited to assets’ management across all the Jordan field sites, and will require regular technical support to the procurement and logistics staff.

Main tasks and responsibilities:

  • Manage Contracted Suppliers in terms of quality, delivery time, and value for money, etc.
  • Conduct regular market surveys in key procurement categories to ensure that SAMS is receiving best value for money.
  • Responsible for Due Diligence checks (supplier references, site visits, historical data, and anti-terrorism compliance) for Contracted Suppliers.
  • Lead procurement activities for all Jordan programs.
  • Prepare Requests for Proposal and manage contract/tender processes.
  • Actively Participate in preparation of Procurement Plans for all grant and make sure to be followed.
  • Familiarize with various donor regulations and ensure compliance with internal and external regulations.
  • Propose different solutions and recommendations for recurring procurement that lead to reducing costs.
  • Supervise and mentor direct-report staff, including communicating clear expectations.
  • Ensure that Procurement department maintains cooperative relations with other departments and interacts with them in a positive manner.
  • Develop and maintain an effective orientation package and ensures that new staff members are appropriately orientated on Procurement policies, procedures and SOPs in a timely manner.
  • Monitor procurement records to ensure that each procurement request is fully and clearly documented according to SAMS policy.
  • Prepare monthly procurement report with expected spend report.
  • Carry out all purchases (Medications, Consumables, Medical Equipment, Assets and Stationery …etc.) and all required objects for SAMS Jordan offices
  • Develop procurement documents such as Request for Quotations (RFQ), Request for Tenders (RFT), bid analysis (BA) and contractual documents such as contracts, purchase orders (PO), Release Orders (RO), Long-term Agreements (LTA).
  • Oversee Warehouse department (receiving, delivery, sorting, inventory tracking and distribution of goods)
  • Follow up on the services process of (fleet management, maintenance, etc.).
  • Maintain SAMS assets, including the recording of assets, disposal of assets, and reporting any asset movement, loss or damage
  • Liaise with internal and external stakeholders to support supply chain management and contribute to effective service delivery.
  • Organize procurement training sessions for procurement/tender committees for Supply Chain staff and non-supply chain staff.
  • Supervise the staff work, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance.
  • Tracking of all rental contracts and agreements.
  • Update and upgrade SAMS formats when needed.
  • Facilitate, organize SAMS medical & humanitarian missions in Jordan to help & treat refugees and indigent Jordanians.
  • Conduct field visits to the facilities as required.

Mandatory Qualifications required

  • Education: Bachelor's degree in Business Management, Logistics, Supply Chain or Procurement.
  • Work Experience: minimum 3 years preferably 5 in Supply Chain. Experience in the humanitarian context will be considered an advantage.
  • Excellent interpersonal and communication skills in both Arabic and English.
  • Previous experience of conducting direct procurement activities and leading procurement teams.
  • Extensive working experience with procurements related to USAID, OFDA, ECHO and other donor funded projects will be an added advantage.
  • Proven computer literacy in MS-Word, MS-Excel MS-Access or related programs required
  • Ability to plan, prioritize, coordinate and perform multiple tasks simultaneously.
  • Ability to work under pressure and to meet deadlines.
