Project Description

Funded by the European Commission (DG AGRI) through the fi-compass advisory mandate, and implemented for the European Investment Bank (EIB), this assignment delivers a comprehensive, EU-wide feasibility and design study for catastrophe-risk transfer solutions for agriculture.
The project aims to:

  • Assess the technical, financial, institutional, and operational feasibility of CAT bonds and insurance-linked securities for EU agriculture.
  • Develop risk models for climate perils (drought and others).
  • Evaluate how capital markets can enhance and complement existing CAP emergency mechanisms.
  • Recommend EU- and Member State-level operationalisation pathways for a pilot facility.

    Senior Expert in Financial Intermediaries & Catastrophe Risk Financing

    Qualifications and Skills (Minimum Requirements)

    • University degree in economics, business administration, agricultural economics, agriculture development policy, finance, risk management, or another relevant field.
    • Working command of English (C1); additional EU languages an asset. 

    General Professional Experience (Minimum Requirements)

    • Minimum 15 years of experience general professional experience in projects involving support to financial intermediaries (counterparty banks, national/regional development agencies, microfinance institutions and other intermediaries), SMEs and Mid-caps, policy makers responsible for SME finance and development support to counterparty banks and other financial intermediaries -SMEs

    Specific Professional Experience (Minimum Requirements)

    • At least 10 years of senior leadership in a consultancy or other professional environment managing complex assignments involving multiple deliverables, in a transnational context
    • Minimum 5 years in design and implementation of financial instruments, investment platforms, risk management, including catastrophe risk financing or insurance-linked securities type of instruments 
    • Specific knowledge and experience in the delivery of feasibility studies, and/or investment platforms and/or policy studies, including involving risk modelling work to International Financial Institutions, European Commission services and/or EU funds Managing Authorities.
    • Assets (not minimum):
      • Leading multidisciplinary teams as demonstrated by the expert’s involvement in advisory projects
      • Stakeholder engagement with EU and Member State authorities (within last 10 years).
