EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following EuropeAid Contract: "Preparation for Sectoral Operational Programme 20242027 Employment and Social Inclusion"

Overall objective

The overall objective (Impact) to which this action contributes is:

To enhance Montenegro's capacity for efficient and effective use of IPA III and future EU cohesion policy/ESF+ funds by supporting the establishment of functioning operational structures, preparatory work and the capacity to develop relevant programmes and projects in the area of employment and social policy.

 

Specific objective

The specific objectives (Outcomes) of this contract are as follows:

  1. Maturity of the activities foreseen to be implemented under the OP ESI 2024-2027 Areas of Support enhanced, including through regulatory and procedural preparatory measures;
  2. Capacities to roll out the implementation of the OP ESI 2024-2027 and future ESF+ enhanced.

Key experts

Key experts have a crucial role in implementing the contract. These terms of reference contain the required key experts' profiles. The tenderer shall submit CVs and statements of exclusivity and availability for the following key experts.

Although minimum requirements for the experts are not selection criteria but award criteria meant to evaluate the technical quality of the offer, the compliance with these requirements is assessed on a YES/NO basis. If an expert does not meet the minimum requirements, the expert must be rejected on the basis of non-compliance. This means that the entire tender is rejected and shall not be evaluated further.

During the evaluation, higher scores will be awarded to the Expert's Profile that demonstrates, in addition to the minimum requirements, strengths in relation to the objectives, expected outputs, and scope of work. The award criteria may include additional desirable qualifications, skills and professional experience. These additional desirable criteria, will provide guidance on the elements that will be considered a strength and will receive higher scores.

The Key Expert's profile (Annex IV) shall be submitted by the tenderer for the following key experts:

 

Key expert 1: Team Leader (minimum 550 working days)

The Team Leader, having the overall responsibility for the daily management of the contract activities including coordination of the work of the other key expert, as well as non-key experts, proper reporting to the Beneficiaries and the Contracting Authority, efficient use of the contract budget, administrative and logistic support to the contract activities and good communication with the Beneficiaries and the Contracting Authority and other stakeholders.

In addition to managing the team and communicating with the main beneficiaries and the Steering Committee, the Team Leader shall be actively involved in most of the activities of the project.

 

Qualifications and skills

  • University degree (where a degree has been awarded on completion of four years study in a university or equivalent institution), or at least 5 years of relevant professional experience on top of the general professional experience required below;
  • Proficient knowledge of English;
  • Computer literacy (MS Office applications);
  • Master and/or PhD degree will be considered an asset;
  • Knowledge of local language will be considered an advantage.

General professional experience

  • At least 7, but preferably at least 10 years of professional working experience in the sector of employment or/and social policy gained in an EU member state or in an EU accession country.

Specific professional experience

  • Experience as a Team Leader in at least 1 EU-funded project within the last five (5) years;
  • At least 4 years of experience in drafting and/or implementing national policies and programmes in employment and/or social policy sector, co-financed by ESF;
  • At least 2 years of experience in monitoring the implementation of strategic documents and national policies, preferably in the employment and/or social policy sector;
  • Work experience in providing consulting services to national administrations in EU member states or EU accession countries in the areas relevant to this contract.
