Social Expert for preparation of an IWRM Plan for Cunene River Basin -Angola-RECLIMA
The objective of the assignment is to develop an Integrated Water Resources Management (IWRM) Plan, which will enable the implementation of efficient, equitable and sustainable solutions for managing and developing water resources of Cunene River Basin (taking in consideration that each river basin shall be considered as a water management unit, as foreseen by the Regulation of General Use of Water Resources of April 2014).
To achieve this end, the Consultant will produce the following deliverables:
· River Basin’ Characterization and Diagnosis
· Development Scenarios
· Financing Plan
· Institutional and Implementation Strategy
· IWRM Plan (integration of the abovementioned deliverables)
SCOPE OF WORK:
· Investigation and evaluation of the current situation in the river basins:
· Surface Water Hydrology
· Identification of water-related problems, deficits and conflicts as well as potentials
· Definition of targets, identification of instruments and possible measures for Integrated Water Resources Management (IWRM)
· Development Scenarios
· Evaluation of measures and recommendations for action
· Economic and Financial Strategy
· Review of the Legal and Institutional Framework in the River Basins
The requested Experts are as follows:
Social Expert: The candidate for this position must demonstrate sound proven experience in social studies and undertaking the public consultations. He/she should possess oral and written communication skills and have worked on at least one similar project in the past ten years. Specifically, he/she should have the following qualifications:
a) Bachelor’s degree in social sciences (e.g. Sociology, Economics etc). Post-graduate degree will be an added advantage.
b) At least 10 years post qualification working experience in the field of water resources management. Experience in an internationally financed project environment will be considered an added advantage.
c) Should have strong computer skills.
d) Work experience in the Sub-Saharan African countries; working experience in Angola will be a plus.
Should be Fluent in Portuguese and have good working communication skills in English

The estimated number of professional staff-months required for the assignment, is 60 staff- months
