Consultant – Business Plan for the AfCFTA Competition Authority and Competition Tribunal
This consultancy aims to develop the Business Plan for the launch of the AfCFTA Competition Authority and Competition Tribunal, including the design of their governance structure, operational and financial model, sustainability mechanisms and phased implementation roadmap, to ensure the effective operationalisation of the African Continental Free Trade Area’s competition regime. The contract has an initial duration of six (6) months from the date of signature.

Profile and requirements

  • Academic background: Advanced university degree (Master’s or PhD) in International Trade, Economics, Competition Law, Public Administration or related fields.
  • At least Eight (8) years of experience in the areas of competition policy, regional economic integration or institutional strengthening.
  • Documented participation in the preparation of at least five (5) business plans, organisational frameworks or institutional strategies for international, regional or governmental organisations in the commercial field.
  • More than 5 years of proven professional experience in work directly related to the AfCFTA or in trade ministries, divisions or departments of governments of African Union Member States and/or African Regional Economic Communities (RECs).
  • English level C2.

Nature and technical complexity of the service 

The nature of the service requires proven advanced knowledge of competition policy and law, as well as of the institutional operationalisation of regulatory or supranational bodies. Furthermore, the implementation of the service entails exhaustive technical knowledge of the field of commercial competition, specifically on the African continent within the framework of the African Continental Free Trade Area (AfCFTA), which is characterised by specific institutional, technical and political particularities. The reasons for the high level of technical complexity are the following:

  • Highly specialised nature of the continental competition regime in the African context.
  • Need to integrate comparative practices from national and regional competition authorities.
  • Interaction with multiple stakeholders, requiring significant experience in consultation processes.
  • Responsibility for defining organisational structures, operational procedures and financial projections.
