For Project: EU Strengthening Public Finance Management in Timor Leste
 

The overall objective (impact) of this action is to contribute to strengthen democracy, the rule of law and governance, including e-governance.

The specific objective (outcome) of this action is to strengthen Public Finance Management at all levels of government to ensure efficient, effective and accountable use of public resources as a basis for improved service delivery.

The expected outputs of this contract are as follows:

  • Output 1 PFM Reform Action Plan launched and initially implemented.
  • Output 2 Tax Authority reinforced, through the development of the tax system and administration.
  • Output 3 System of planning, programming and budgeting harmonized, articulated and streamlined in line with the new budget law.
  • Output 4 Fiscal decentralization strategy elaborated and approved.

 

DAI is looking to recruit  Key Expert 1: Team Leader and Planning, Programming and Budgeting expert (Replacement)

The Key expert 1, the Planning, Programming and Budgeting expert, is acting as Team Leader, placed in the Directorate-General for Planning and Budget (DGPO), and is advising the Director on the domains foreseen in the Terms of Reference. This expert coordinates the activities of the team of experts (KEs and NKEs, collectively the “TA team”) in cooperation with the backstopping team to ensure that the objectives of their assignments and their activities are being carried out in line with the objectives and priorities of the PFM reform Action Plan.

The Key Expert 1 is organizing workshops in the domains covered by the present Technical Assistance, and the team of experts, to facilitate the policy debate among stakeholders on those issues, and coordinates with the TA team in liaising with the international partners and other relevant stakeholders like EU member states, civil society organizations, private sector, in the domains covered by the present technical assistance, to ensure the complementary of the different interventions in line with the PFM reform Action Plan. 

This expert interacts with the M&E Unit of the MoF and will liaise both with the Executive Office of the MoF and the Delegation of the European Union, providing systematic and consolidated information on the implementation of the present Technical Assistance; this includes briefing the EUD, when requested, on the overall implementation of the PFM reform Action Plan, and assisting the EUD in the organisation and participation in the meetings of the Steering Committee.
 

The Key expert 1 also is responsible for consolidating the reports submitted by the experts to the Steering Committee foreseen in this TORs and for its submission and review if necessary.
 

Qualifications and skills

  • A postgraduate degree in the fields of economics, public finance management, accounting, public administration, or another relevant academic field. Alternatively, a bachelor degree and at least 4 years of professional experience in the above mentioned fields, in addition to 8 years of the general experience required below.
  • Experience in drafting policy and technical documents and reports as evidenced by previous assignments.
  • Excellent level of written and spoken English (minimum C1) and working knowledge of Portuguese, as evidenced by previous assignments.
     

General professional experience

  • At least 8 years of international experience in domains linked to PFM reform, including planning and budgeting, financial reporting and accounting, and PFM diagnostic tools (PEFA; TADAT, etc.).
  • Experience of EU development policies, methods and procedures, will be an advantage.
  • Working experience in PALOP, Pacific or ASEAN countries will be an advantage.  
     

Specific professional experience

  • At least 6 years of experience in team management positions in projects related to PFM reform.
  • Knowledge of EU sector budget support and previous experience in conducting EU budget support assessments will be a distinct advantage.
  • Previous experience and knowledge of Timor-Leste regarding the country's PFM issues will be an advantage.
