Team Leader Project Evaluation (Individual Consultant)

We are seeking a highly qualified Team Leader to lead an external evaluation of a Women’s Economic Empowerment programme in Egypt. The evaluation will be conducted in line with the OECD-DAC criteria, assessing the project’s relevance, coherence, effectiveness, efficiency, impact, sustainability, and overall contribution to advancing women’s economic empowerment.

The Team Leader will oversee the evaluation process, supervise a multidisciplinary team, and ensure high-quality deliverables in line with international evaluation standards.

Key Responsibilities

• Lead and manage the overall evaluation process.
• Design the evaluation conceptual framework and evaluation matrix.
• Lead stakeholder consultations, including government and development partners.
• Analyze, integrate, and compile the collected data.
• Draft and finalize evaluation reports.

Required Profile

• At least a master’s degree (minimum) in Social Sciences, Economics, Business Development, International Development, Evaluation, or a related field.

• At least 10 years of experience leading evaluations of international development projects.
• Experience managing and supervising multidisciplinary teams.
• Experience in entrepreneurship, business development, economics, finance, or enterprise support.
• Previous experience working in Egypt.
