Overview of position

  • The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers and community-based service delivery initiatives to address the shortfall. Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, which are often interrelated.

  • The main objective of this project is to restore road access to critical infrastructure and vulnerable urban communities including the Internally Displaced Persons (IDPs) in Aden in support of humanitarian and reconstruction efforts in Yemen, considering climate-resilient and gender-responsive design approaches.

  • The project is funded by the Government of Japan and implemented through the our client.

  • Our client is currently looking for a qualified and experienced Civil Engineer to manage the  our client  activities under the Defect Notification period after the completion of the Aden Intra-Urban roads works..

  • The Civil Engineer will work closely with the project staff, under the direct supervision of the Project Manager.

  • The candidate will perform his/her work in full compliance with our client standards, guidelines and procedures.

Role objectives

It is expected that the Civil Engineer will provide services in two ways:

  • Visiting the construction site after the completion of the works on a quarterly basis to review the condition of the built infrastructure and identify any defect or damage that may be attributed to the contractor’s performance. For each site visit to prepare a detailed report to be addressed to the Project Manager for its further action;

  • Providing home-based assistance by responding to questions, providing review/opinion on documents etc.; form both our client and the Contractor.

The primary tasks of these services are:

  • Maintain contact with and respond to/deal with Contractor’s communications and our client requests for information;

  • Quarterly, inspect and verify completion of outstanding and remedial works on defects schedule. Periodically issue a revised Defects schedule;

  • Review or assist to arrange review of submittals from the Contractor, including the programme for tests after completion;

  • Participate in discussions and negotiations (as required) and advise the Employer in regard of outstanding claims and delays;

  • To verify the Contractor execution of the world to remedy the defects or damages comply with the contract;

  • To verify the execution of tests that are necessary to demonstrate that the remedied works comply with the contract;

  • Finally if necessary prepare and issue an Engineer’s determination on unresolved claims;

  • Assess and certify Contractor’s application for final payment and issue IPC, including statement at completion;

  • Finalise Contract – including Completion certificate, return of performance guarantee etc and reporting

Project reporting

This role reports to the Project Manager.

Key competencies

Education:

  • Minimum a Bachelor Degree in Civil engineering.

Work Experience:

  • A minimum of seven years of experience as a site civil engineer in rehabilitation and/or construction projects, with a strong experience in site supervision and/or construction management.

  • Experience in the usage of computers and software packages ( AutoCAD, google suite).

Language:

  • Very good knowledge in written and oral of English and Arabic languages is required.

Team management

This role has no team management responsibility.

Further information
  • This contract is subjected to daily payments depending on the number of working days per month, and upon completing the requested deliverables as specified and agreed with the Project Manager / Engineer.
