EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: "Support Facility on the Implementation of country allocations of the Human Rights and Democracy Thematic Programme"

Global objective

The overall objective of the service contract is to enhance the implementation of EU actions promoting and protecting human rights and democracy in partner countries under the NDICI Human Rights and Democracy Thematic Programme.

 

Specific objective(s)

This support aims more specifically at ensuring the four following specific objectives:

  1. Provide technical support to EU staff and beneficiaries in the implementation of the Human Rights and Democracy Thematic Programme.
  2. Organise/ facilitate capacity building/ information sessions
  3. Provide timely and accurate quality checks of projects encoded in OPSYS.
  4. Produce ad hoc studies and/or evaluations related to results and/or the monitoring of the grants for CSOs at country level.

The global and specific objectives of this request for service will contribute to the working principles of the NDICI Human Rights and Democracy Thematic Programme: The human rights-based approach and gender equality.

 

Expertise

 

The minimum requirements covered by the team of experts as a whole are detailed below:

 

Qualifications and skills required for the team:

Minimum requirements apply to the core team of experts (1 Team Leader, 8 Core Expert Assessors (including 4 Reserve Expert Assessors) and 1 Data Analyst and Coordination Support). The European Union pursues an equal opportunities policy. Gender balance in the proposed team is recommended.

 

General professional experience of the team:

Collective work experience on developing countries and in particular on countries with challenging political and human rights contexts covering all geographical areas:

  1. Asia and the Pacific,
  2. Sub-Saharan Africa,
  3. Middle East,
  4. Latin America and Caribbean and
  5. Southern and Eastern Neighbourhood countries.

Specific professional experience of the team:

  • At least 3 out of the 8 Core Expert Assessors with a previous experience conducting evaluation of projects, analysis, or research in the field of human rights and democracy is an asset.
  • At least 2 out of the 8 Core Expert Assessors with previous trainer experience in human rights and democracy capacity building is an asset.
  • At least 1 (preferably 2) out of the 8 Core Expert Assessors with previous experience on Business and Human Rights is an asset.
  • At least 3 (preferably 4) out of the 8 Core Expert Assessors with previous experience on Gender equality/Women empowerment is an asset.

Language skills of the team:

  • All team members should have a C2-level expertise in English.
  • At least two of the team members, besides the Team Leader whose language requirements are described below, should have a C1-level expertise in French.
  • At least two of the team members, besides the Team Leader whose language requirements are described below, should have a C1 level expertise in Spanish.
  • At least one of the team members, besides the Team Leader whose language requirements are described below, should have a C1-level expertise in Portuguese.

Additional expertise requirements for the team composition:

Minimum requirements

  • Hold at least a master's degree in at least one of the following fields: social or political sciences, law, public administration, international relations, development studies or any other related discipline (in its absence equivalent professional experience of 5 years in addition to the general professional experience).

General professional experience:

  • Have a minimum of 6 years of professional experience directly related to the protection or promotion of human rights and democracy in third countries, 10 years or more will be considered as an asset.
  • Have a previous experience in the assessment of proposals submitted under calls for proposals.
  • Have knowledge of EU and int. development cooperation policies and programmes, particularly in human rights' promotion and protection and democracy.

Specific Professional Experience:

  • Have experience in team management of minimum 2 assignments of at least 12 months (non-consecutive) including experience of managing at distance.

Additional information

  • Previous experience as Team Leader of a team of experts in charge of the externals assessment of Calls for Proposals is an asset.
  • Previous experience managing external assessment processes of calls for proposals funded by the EU is an asset.

Language skills:

  • C1-level expertise of French.
  • Spanish or Portuguese is an asset.
