Building State Effectiveness and Accountability (BSEA) Programme

Location: Dhaka, Bangladesh (with travel as required)
Contract Duration: 2026–2031
Required Qualifications and Experience
Minimum 10 years of professional experience in Monitoring, Evaluation and Learning (MEL).
Extensive experience evaluating adaptive programming, including demonstrable familiarity with Problem-Driven Iterative Adaptation (PDIA) or issue-based approaches.
Extensive experience evaluating programmes using the Thinking and Working Politically (TWP) approach, including experience in comparable governance contexts (e.g., Nigeria, Malawi, Myanmar).
Proven experience delivering complex, politically sensitive evaluations in governance or institutional reform settings.
Experience evaluating institutional reform approaches such as Pockets of Effectiveness (POE) (preferred).
Experience evaluating policy engagement and reform processes (preferred).
Strong leadership and team management skills.
Demonstrated ability to engage senior government stakeholders and donor representatives.
Excellent analytical writing and presentation skills.
Ability to travel to Dhaka for key delivery milestones.
