Key Expert 3: Digital Tools and E-Learning Specialist
(indicative 120 working days annually)

Qualifications and skills

- A university degree (with a program of at least 4 years) in ICT, instructional design, educational technology, or a related field.

- Excellent knowledge of the English language.

- Knowledge of the local language is an advantage.

- Excellent communication and interpersonal skills, particularly in liaising with stakeholders and end-users.

General professional experience

- At least 10 years of experience in the field of e-learning development, digital tools, or ICT solutions for capacity building and training.

Specific professional experience

- At least 7 years of experience in the design, development, and implementation of e-learning platforms, training e-modules or digital tools for training.

- Experience in at least three projects related to digital learning or ICT tools for capacity building in the public sector.

- Experience with EU-funded projects implemented in EU candidate and potential candidate countries is an asset.
