Urban Planning, Development and Logistic Expert

Zagreb Holding (ZH) Municipal Bases

The general objective of this assignment is to provide support to ZH towards: 
•          establishing optimal setup of small and medium bases, 
•          developing central municipal base and 
•          developing efficient headquarters for administrative purposes, 
taking into account background information related to current setup of small and medium bases and 
administrative subsidiaries' headquarters. 

Key Expert 1: Urban Planning, Development and Logistic Expert – Category II

• At least a Bachelor’s Degree or academic equivalent in urban development,  civil engineering, architecture or an equivalent field relevant for the Assignment. (Minimum Requirement)
• At least 10 years of professional experience in urban design of infrastructure projects, strategic planning, facilities management, green buildings, or municipal infrastructure development (Minimum Requirement)
• Experience  involving conceptual design, master planning, or spatial programming of operational facilities, such as logistics hubs, utility depots, maintenance yards, technical service centres, industrial sites etc. as evidenced by at least 5 completed projects (Minimum Requirement)
• Experience in project planning, design, and implementation phases in property development supporting urban renewal, with direct involvement of the expert in at least 5 completed projects (Minimum requirement).
• Demonstrated experience in multi‑site diagnostics, operational performance assessments, and organisational optimisation as evidenced by at least 5 completed projects (Minimum Requirement).
• Demonstrated experience integrating ESG, energy efficiency, and climate resilience considerations into conceptual designs as evidenced by at least 5 completed projects (Minimum Requirement)
• Experience in evaluating physical infrastructure, facility conditions, fleet maintenance areas, workforce facilities, and spatial-functional layouts would be an asset.
• Experience in logistics coordination, fleet routing, depot consolidation, operational restructuring, and shared services models across multi-subsidiary organisations would be an asset.
• Strong background evaluating capacity, accessibility, transport connectivity, workforce deployment, and operational performance of municipal or industrial sites would be an asset.
• Familiarity with occupational health & safety (OHS) requirements for industrial and municipal sites would be an asset.
• Experience collaborating with urban planning departments of the city of Zagreb would be an asset.

Excellent command of written and spoken Croatian language (CEFR C1) (Minimum Requirement)
