Tender Engineer/Technical Proposal Writer (TP Writer)

EPTISA is seeking an experienced Tender Engineer to join our Tender Management and Business Development team. In this role, you will actively contribute to the preparation and coordination of pre-qualification (PQ) / Expressions of Interest (EoI) files and technical proposals for projects financed by international donors such as the EU, World Bank, EBRD, ADB, KfW, and national contracting authorities including the Turkish Public Procurement Authority (KİK).


Key Responsibilities

  • Monitor national and international procurement notices and contribute to the company’s business development and opportunity pipeline
  • Prepare and coordinate PQ / EoI dossiers and technical proposals
  • Review tender documents; analyze scope, eligibility criteria, risks, and compliance requirements
  • Draft and develop methodologies, work plans, expert input schedules, and other technical content
  • Support consortium-building activities; communicate with potential partners; compile and structure references
  • Identify experts, conduct negotiations on fees/conditions, maintain the expert pool, and follow up on commitment/contracting processes
  • Ensure format, completeness, and linguistic accuracy of proposal submissions; perform final proofreading and ensure timely delivery
  • Maintain internal documentation, tracking sheets, and tender files in an organized and up-to-date manner

Required Qualifications

  • Bachelor’s degree in Engineering or a related technical field
  • Minimum 5 years of experience in tender management / proposal preparation
  • Preferably prior experience with donor-funded tenders under IFI rules or EU PRAG procurement procedures
  • Excellent command of English (both written and spoken)
  • Strong organizational skills, document management capability, and attention to detail
  • Ability to work under pressure and manage multiple deadlines simultaneously
  • Strong analytical thinking, problem solving, and teamwork skills
